6月23日，中共中央辦公廳、國(guó)務(wù)院辦公廳印發(fā)《關(guān)于加強(qiáng)和改進(jìn)鄉(xiāng)村治理的指導(dǎo)意見(jiàn)》。意見(jiàn)提出，到2020年，現(xiàn)代鄉(xiāng)村治理的制度框架和政策體系基本形成，農(nóng)村基層黨組織更好發(fā)揮戰(zhàn)斗堡壘作用，村民自治實(shí)踐進(jìn)一步深化，村級(jí)議事協(xié)商制度進(jìn)一步健全，鄉(xiāng)村治理體系進(jìn)一步完善。

The General Offices of the Communist Party of China (CPC) Central Committee and the State Council on Sunday published a guideline for enhancing rural governance. By 2020, China aims to develop an institution structure and policy system for modern rural governance, with the primary-level CPC organizations playing a leading role, self-governance by villagers further enhanced, consultation systems about village affairs better established and the level of rural governance raised, according to the document.

We will strengthen basic services in rural communities, and improve the rural governance model which combines self-governance, rule of law, and rule of virtue. We will train professional rural service personnel who have a good knowledge of agriculture, love our rural areas, and care about rural people.
