校外培訓(xùn)機(jī)構(gòu)監(jiān)管升級(jí) 10月全國專項(xiàng)督查

8月22日，國務(wù)院辦公廳發(fā)布《關(guān)于規(guī)范校外培訓(xùn)機(jī)構(gòu)發(fā)展的意見》，該意見是第一個(gè)國家層面規(guī)范校外培訓(xùn)機(jī)構(gòu)發(fā)展的系統(tǒng)性文件。

China will complete the rectification of all after-school training institutions by the end of this year, addressing areas including giving lessons above normal level, exam-oriented training and increasing student pressure, according to the Ministry of Education (MOE) Thursday.

教育部23日表示，將在今年年底前完成所有校外培訓(xùn)機(jī)構(gòu)的整改工作，治理超綱教學(xué)、應(yīng)試培訓(xùn)以及增加學(xué)生負(fù)擔(dān)等問題。

校外培訓(xùn)機(jī)構(gòu)統(tǒng)稱為after-school training institutions，其中針對(duì)在校課程的“補(bǔ)習(xí)班”可以用cram session或者tutoring class表示，而根據(jù)孩子們的興趣愛好開設(shè)的“興趣班”則可以用interest-oriented class表示。

《意見》對(duì)校外培訓(xùn)的內(nèi)容、時(shí)間、班次、進(jìn)度、形式、宣傳、收費(fèi)等都提出了明確要求。

堅(jiān)決禁止中小學(xué)校與校外培訓(xùn)機(jī)構(gòu)聯(lián)合招生(primary and middle schools are prohibited to launch joint enrollment program in cooperation with after-school training institutions)，堅(jiān)決查處將校外培訓(xùn)機(jī)構(gòu)培訓(xùn)結(jié)果與中小學(xué)校招生入學(xué)掛鉤的行為，剪斷培訓(xùn)機(jī)構(gòu)和中小學(xué)招生的關(guān)系。

要求校外培訓(xùn)機(jī)構(gòu)不得聘用中小學(xué)在職教師(cram schools are banned from hiring in-service teachers at primary and middle schools)，從事語文、數(shù)學(xué)、英語及物理、化學(xué)、生物等學(xué)科知識(shí)培訓(xùn)的教師必須具有相應(yīng)教師資格等基本要求。

校外培訓(xùn)機(jī)構(gòu)必須有符合安全條件的固定場所(the institutions must have fixed establishments that meet safety requirements)，同一培訓(xùn)時(shí)段內(nèi)生均面積不低于3平方米。培訓(xùn)機(jī)構(gòu)培訓(xùn)時(shí)間不得和當(dāng)?shù)刂行W(xué)校教學(xué)時(shí)間相沖突，培訓(xùn)結(jié)束時(shí)間不得晚于20:30，不得留作業(yè)。

培訓(xùn)內(nèi)容不得超出相應(yīng)國家課程標(biāo)準(zhǔn)，進(jìn)度不得超過所在地中小學(xué)同期進(jìn)度(the institutions should not teach ahead of students' school schedules);學(xué)科知識(shí)培訓(xùn)的內(nèi)容、班次、招生對(duì)象、進(jìn)度、上課時(shí)間等要向所在地縣級(jí)教育部門備案(submit information on their programs, such as class content, targeted students and class times, to local education authorities)并向社會(huì)公布。嚴(yán)禁組織舉辦中小學(xué)生學(xué)科類等級(jí)考試、競賽及進(jìn)行排名。

培訓(xùn)機(jī)構(gòu)不得一次性收取時(shí)間跨度超過3個(gè)月的費(fèi)用(the institutions are not allowed to charge one-time fee for classes of more than 3 months)，不得在公示的項(xiàng)目和標(biāo)準(zhǔn)外收取其他費(fèi)用。
