國家知識產(chǎn)權(quán)局印發(fā)《“互聯(lián)網(wǎng)+”知識產(chǎn)權(quán)保護工作方案》

China is looking to establish a technical support system to detect, monitor and track evidence of intellectual property (IP) infringement and counterfeiting by 2020.

我國計劃到2020年，基本建成知識產(chǎn)權(quán)侵權(quán)假冒線索在線識別、實時監(jiān)測、源頭追溯的技術(shù)支撐體系。

《方案》將“互聯(lián)網(wǎng)+(Internet Plus)”作為深化知識產(chǎn)權(quán)保護方式改革的重要手段，創(chuàng)新執(zhí)法指導和管理機制，發(fā)揮大數(shù)據(jù)(big data)、人工智能(artificial intelligence)等信息技術(shù)在知識產(chǎn)權(quán)侵權(quán)假冒的在線識別、實時監(jiān)測、源頭追溯中的作用，最大程度減少對企業(yè)正常生產(chǎn)經(jīng)營行為的影響。

《方案》提出的主要任務(wù)包括：

建立技術(shù)支撐體系(technical support system)

1.建設(shè)基礎(chǔ)數(shù)據(jù)庫(basic databases)。提取知識產(chǎn)權(quán)授權(quán)文件的核心信息(core information of IP authorization files)，構(gòu)建知識產(chǎn)權(quán)概要數(shù)據(jù)庫。

2.建設(shè)侵權(quán)假冒線索智能檢測系統(tǒng)( intelligent detection system to identify and track evidence of IP infringement and counterfeiting)。

3.實現(xiàn)智能檢測系統(tǒng)與相關(guān)系統(tǒng)的對接(The intelligent detection system will be connected to other management systems)。

建立運行機制(operation mechanisms)

1.建立侵權(quán)假冒線索檢測啟動與推送機制(initiation and notification mechanism of detecting evidence of IP infringement and counterfeiting)。

2.建立智能檢測與人工判斷銜接機制(connecting mechanism of intelligent detection and manual identification)。

3.建立涉外侵權(quán)假冒相關(guān)信息分析處理機制(mechanism of cross-border IP infringement and counterfeiting information analysis)。

4.推進建立標識電子化管理機制(management of digitalized tags)。

推進試點工作(pilot operation)

選擇信息易追溯、社會關(guān)注度高的電子商務(wù)(e-commerce)、大型展會(large-scale exhibitions)、進出口(import and export)等重點領(lǐng)域、重點環(huán)節(jié)，作為試點工作的突破口，探索推進“互聯(lián)網(wǎng)+”知識產(chǎn)權(quán)保護工作。
