“建設(shè)現(xiàn)代化經(jīng)濟(jì)體系”透出新時(shí)代中國(guó)經(jīng)濟(jì)新信號(hào)

黨的十九大報(bào)告強(qiáng)調(diào)，要貫徹新發(fā)展理念，建設(shè)現(xiàn)代化經(jīng)濟(jì)體系(applying a new vision of development and developing a modernized economy)，指出這是跨越關(guān)口的迫切要求(an urgent requirement for getting us smoothly through this critical transition)和我國(guó)發(fā)展的戰(zhàn)略目標(biāo)(a strategic goal for China's development)。

報(bào)告指出：

建設(shè)現(xiàn)代化經(jīng)濟(jì)體系，必須把發(fā)展經(jīng)濟(jì)的著力點(diǎn)放在實(shí)體經(jīng)濟(jì)上，把提高供給體系質(zhì)量作為主攻方向，顯著增強(qiáng)我國(guó)經(jīng)濟(jì)質(zhì)量?jī)?yōu)勢(shì)。

In developing a modernized economy, we must focus on the real economy, give priority to improving the quality of the supply system, and enhance our economy’s strength in terms of quality.

這一新提法透出了新時(shí)代中國(guó)經(jīng)濟(jì)的七個(gè)新信號(hào)：

信號(hào)一：由高速增長(zhǎng)階段轉(zhuǎn)向高質(zhì)量發(fā)展階段

報(bào)告指出，我國(guó)經(jīng)濟(jì)已由高速增長(zhǎng)階段轉(zhuǎn)向高質(zhì)量發(fā)展階段，正處在轉(zhuǎn)變發(fā)展方式、優(yōu)化經(jīng)濟(jì)結(jié)構(gòu)、轉(zhuǎn)換增長(zhǎng)動(dòng)力的攻關(guān)期。

China's economy has been transitioning from a phase of rapid growth to a stage of high-quality development. This is a pivotal stage for transforming China's growth model, improving its economic structure and fostering new drivers of growth.

信號(hào)二：提高供給體系質(zhì)量成為主攻方向

報(bào)告指出，堅(jiān)持去產(chǎn)能、去庫(kù)存、去杠桿、降成本、補(bǔ)短板，優(yōu)化存量資源配置，擴(kuò)大優(yōu)質(zhì)增量供給，實(shí)現(xiàn)供需動(dòng)態(tài)平衡。

We will continue efforts to cut overcapacity, reduce excess inventory, deleverage, lower costs, and strengthen areas of weakness, and work to achieve a dynamic balance between supply and demand by improving the allocation of available resources and increasing high-quality supply.

信號(hào)三：發(fā)展經(jīng)濟(jì)的著力點(diǎn)放在實(shí)體經(jīng)濟(jì)上

報(bào)告指出，建設(shè)現(xiàn)代化經(jīng)濟(jì)體系，必須把發(fā)展經(jīng)濟(jì)的著力點(diǎn)放在實(shí)體經(jīng)濟(jì)上。

信號(hào)四：創(chuàng)新成為引領(lǐng)發(fā)展的第一動(dòng)力

報(bào)告指出，創(chuàng)新是引領(lǐng)發(fā)展的第一動(dòng)力，是建設(shè)現(xiàn)代化經(jīng)濟(jì)體系的戰(zhàn)略支撐。

Innovation is the primary force driving development; it is the strategic underpinning for building a modernized economy.

信號(hào)五：鄉(xiāng)村振興戰(zhàn)略造就“三農(nóng)”新面貌

報(bào)告明確，保持土地承包關(guān)系穩(wěn)定并長(zhǎng)久不變，第二輪土地承包到期后再延長(zhǎng)三十年。

Rural land contracting practices will remain stable and unchanged on a long-term basis; the current round of contracts will be extended for another 30 years upon expiration.

信號(hào)六：區(qū)域協(xié)調(diào)發(fā)展呈現(xiàn)新局面

報(bào)告提出，建立更加有效的區(qū)域協(xié)調(diào)發(fā)展新機(jī)制。

We need to put in place new, effective mechanisms to ensure coordinated development of different regions.

信號(hào)七：改革要啃硬骨頭 開放形成新格局

報(bào)告指出，加快完善社會(huì)主義市場(chǎng)經(jīng)濟(jì)體制。經(jīng)濟(jì)體制改革必須以完善產(chǎn)權(quán)制度和要素市場(chǎng)化配置為重點(diǎn)，實(shí)現(xiàn)產(chǎn)權(quán)有效激勵(lì)、要素自由流動(dòng)、價(jià)格反應(yīng)靈活、競(jìng)爭(zhēng)公平有序、企業(yè)優(yōu)勝劣汰。推動(dòng)形成全面開放新格局。

We will accelerate efforts to improve the socialist market economy. In our economic reforms, we must concentrate on improving the property rights system and ensuring the market-based allocation of factors of production, so that property rights act as effective incentives, and we should ensure free flows of factors, flexible prices, fair and orderly competition, and that business survival is determined by competition. We will make new ground in pursuing opening up on all fronts.
