財(cái)政部長(zhǎng)：今年繼續(xù)“減稅降費(fèi)”

China will cut taxes and administrative fees by 550 billion yuan ($79.7 billion) this year to further reduce the corporate burden and will roll out favorable tax policies to support small innovative and technology companies, Finance Minister Xiao Jie said on Tuesday.

財(cái)政部長(zhǎng)肖捷7日表示，今年我國(guó)將減稅降費(fèi)5500億元，進(jìn)一步減輕企業(yè)負(fù)擔(dān)，同時(shí)將推出稅收優(yōu)惠政策扶持小型創(chuàng)新科技公司。

“減稅降費(fèi)”具體包括“稅收減免”(tax reduction and exemption)和“取消或停征行政事業(yè)性收費(fèi)”(cancel or exempt administrative fees)兩部分。

減稅方面，全年將減稅3500億元左右，包括繼續(xù)完善營(yíng)改增試點(diǎn)政策(improve the pilot project to replace business tax with value-added tax)、將企業(yè)所得稅減半征收優(yōu)惠范圍從年應(yīng)納稅所得額30萬(wàn)元提高到50萬(wàn)元以下的小微企業(yè)(companies with annual taxable income lower than 500,000 yuan will have a 50 percent tax cut)、將研發(fā)費(fèi)用加計(jì)扣除的比例由50%提高到了75%等。

個(gè)稅改革方案(reform of personal income tax)將部分收入項(xiàng)目如工資薪金(salary)、勞務(wù)報(bào)酬(remuneration of labor)、稿酬(author’s remuneration)等，實(shí)行按年匯總納稅。財(cái)政部還將考慮適當(dāng)增加與家庭生計(jì)相關(guān)的專項(xiàng)開支扣除項(xiàng)目(considering more tax cuts concerning family livelihood)，比如有關(guān)“二孩”家庭的教育等支出，其他的專項(xiàng)扣除項(xiàng)目等。

降費(fèi)方面，今年降費(fèi)約2000億元。財(cái)政部重點(diǎn)做好兩項(xiàng)工作，包括全面清理規(guī)范政府性基金(government-managed funds)，改革到位后全國(guó)政府性基金將剩下21項(xiàng);取消或停征35項(xiàng)涉企行政事業(yè)性收費(fèi)(administrative fees)，中央涉企收費(fèi)項(xiàng)目減少一半以上，將剩余33項(xiàng)。

A total of 1,351 PPP projects worth 2.2 trillion yuan had been signed by the end of last year, with the time frame for implementing such projects growing shorter. Compared with the situation in early 2016, there are now more PPP projects being put in place and a larger volume of investment.

截至去年底，已經(jīng)簽約落地了1351個(gè)PPP項(xiàng)目，總投資達(dá)到2.2萬(wàn)億元，落地周期縮短。與年初相比，無論是項(xiàng)目落地的數(shù)量，還是投資規(guī)模，都實(shí)現(xiàn)增長(zhǎng)。

The deficit-to-GDP ratio will stay unchanged from last year, with the fiscal deficit figure increasing by 200 billion yuan to meet the demands for tax cuts and expenditure in key areas such as supply-side structural reform. China's government debt ratio is relatively low compared with other countries, which leaves enough leeway for further adjustment.

預(yù)計(jì)到今年底，負(fù)債率不會(huì)出現(xiàn)太大的變化。赤字規(guī)模增加了2000億元，能夠滿足實(shí)施減稅政策和供給側(cè)結(jié)構(gòu)性改革等保障重點(diǎn)領(lǐng)域的支出需要。如果與國(guó)際水平相比，應(yīng)當(dāng)說中國(guó)政府還有一定的舉債空間。
