美國大選熱詞：選舉人團

11月8日是美國大選投票日，近1億美國選民將在這一天前往投票站投票，選出美國第58屆總統(tǒng)。共和黨總統(tǒng)候選人特朗普和民主黨總統(tǒng)候選人希拉里也將迎來“終極大考”，誰能獲得半數(shù)以上的選舉人票，誰就能最終登頂總統(tǒng)寶座。

在大選結(jié)果最終出爐之前，我們來給大家簡單科普一下美國的“選舉人團”制度。

簡單來說，美國實行“選舉人團”的間接選舉制度，共有538張選舉人票。1億多美國選民投票并不能直接選出總統(tǒng)，而是決定各州的選舉人票歸屬哪位總統(tǒng)候選人， 最終獲得至少270張選舉人票的候選人勝出。

The United States Electoral College is the body that elects the President and Vice President of the United States every four years. Citizens of the United States do not directly elect the president or the vice president; instead they choose "electors", who usually pledge to vote for particular candidates.

每隔四年選出美國總統(tǒng)和副總統(tǒng)的就是美國的選舉人團。美國民眾并不直接選出總統(tǒng)或副總統(tǒng)，他們投票選出的是選舉人，而每個選舉人通常都會按照最終的選民意愿投票給某個候選人。

There are currently 538 electors, corresponding to the 435 Representatives and 100 Senators, plus the three additional electors from the District of Columbia. The Constitution bars any federal official, elected or appointed, from being an elector.

美國目前共有538名選舉人，代表435名眾議院議員和100名參議員，另外還有3名來自哥倫比亞特區(qū)的選舉人。根據(jù)美國憲法，民選的或者被任命的聯(lián)邦政府官員是不能成為選舉人的。

All states, except for Maine and Nebraska, have chosen electors on a "winner-take-all" basis since the 1880s. Under winner-take-all, a state has all of its electors pledged to the presidential candidate who wins the most votes in that state.

自19世紀80年代起，美國各州除緬因州和內(nèi)布拉斯加州以外都實行選舉人票“贏者通吃”原則。也就是說，某位總統(tǒng)候選人如果贏得某個州大多數(shù)的選票，他就贏得了該州全部的選舉人票。

輸?shù)哪且环阶匀皇鞘チ诉@個州所有的選舉人票。一個州人口越多，選舉人票也就越多，因此在大選中就被稱為票倉。

比如說，在加州有55張選舉人票，如果多數(shù)選民都投票給希拉里，那么該州的55位選舉人最終都要把票投給希拉里?？赡苡行┻x舉人本身并不支持希拉里，但是在投票時通常都會遵從選民的意愿。

Maine and Nebraska use the "congressional district method", selecting one elector within each congressional district by popular vote and selecting the remaining two electors by a statewide popular vote.

不實行“贏者通吃”原則的緬因州和內(nèi)布拉斯加州采用“國會選區(qū)法”選出選舉人，每個國會選區(qū)選出一位贏得多數(shù)票的選舉人，其余兩名選舉人則在全州范圍內(nèi)投票選出。

這些選舉人支持的可能是不同的總統(tǒng)候選人，所以，在這兩個州，總統(tǒng)候選人們都有可能獲得一些屬于自己的選舉人票。

美東時間12月19日，由11月8日全民選票對應產(chǎn)生的“選舉人”(electors)，將按照全民投票的結(jié)果進行對應投票，獲270張選票以上的候選人將當選總統(tǒng)。但其實，總統(tǒng)大選的結(jié)果在11月8日就已經(jīng)出爐了。選舉人投票只是完成必要的程序。
