中拉合作“3X3”新模式

　　19日，中國國務院總理李克強同巴西總統(tǒng)羅塞夫共同出席了中巴工商界峰會閉幕式并致辭。致辭中，李克強提出中拉合作“3X3”新模式，并表示中方將設立300億美元中拉產能合作基金。

　　To build an upgraded version of China-Latin America cooperation, Li proposed a new mode of production capacity cooperation called "three times three."

　　為打造中拉合作升級版，李克強提出了中拉產能的“3X3”合作新模式。

　　“3X3”合作新模式，可以用a new mode of cooperation called "three times three"表示，是李克強提出的中拉產能(production capacity)和裝備制造(equipment manufacturing)的合作新模式，中方將設立300億美元中拉產能合作專項基金(special fund)。

　　“3X3”新模式，一是指共建物流、電力、信息三大通道(joint construction of three passages for logistics, electric power and information);二是實行企業(yè)、社會、政府三者良性互動(achieve sound interaction among the private sector, society and the government)，通過合資(joint ventures)、公私合作(public-private partnership，PPP)、特許經營權(franchising)等方式進行項目合作;三是拓展基金、信貸、保險三條融資渠道(expand three financing channels, namely funding, credit loans and insurance)。

　　李總理認為拉美不能只做初級產品的全球供應商(an exporter of raw materials)，中國也不能一直只當廉價產品的世界工廠(a global supplier of cheap products)，推動工業(yè)化、再工業(yè)化，進行國際產能合作，是世界發(fā)展的大趨勢。
