日本解禁“集體自衛(wèi)權(quán)”

A joint statement of the New Guidelines for US-Japan Defense Cooperation was released after the US and Japanese foreign and defense ministers met in New York City Monday morning. Under the new guidelines, Japan will have the rights to exercise collective self-defense.

4月27日早上，美國(guó)和日本外長(zhǎng)、防長(zhǎng)在紐約會(huì)見，并公布了新的《美日防衛(wèi)合作指針》。根據(jù)新的指針，日本將有權(quán)行使“集體自衛(wèi)權(quán)”。

“集體自衛(wèi)權(quán)”可以用the right of collective self-defense表示，collective指“集體的，共有的”。self-defense指“自衛(wèi)”，defense在這里是“防御;防守”的意思，動(dòng)詞原形為defend，自衛(wèi)也可以用defend oneself表示。所謂“集體自衛(wèi)權(quán)”，即與本國(guó)關(guān)系密切的國(guó)家遭受其他國(guó)家武力攻擊時(shí)，無論自身是否受到攻擊，都有使用武力進(jìn)行干預(yù)和阻止的權(quán)利。

此前日本二戰(zhàn)投降后，日本的憲法解釋禁止自衛(wèi)隊(duì)(Self-Defense Forces，SDF) 行使“集體自衛(wèi)權(quán)”，只允許行使個(gè)別自衛(wèi)權(quán)(individual right to self-defense)，即在本國(guó)受到攻擊時(shí)行使武力。日本內(nèi)閣2014年7月通過修改憲法解釋(reinterpret the constitution)、解禁集體自衛(wèi)權(quán)(lift ban on exercising the right of collective self-defense)的決議案，此舉引起了國(guó)內(nèi)外的嚴(yán)厲批評(píng)(evoke harsh criticism both from home and abroad)。

此次《美日防衛(wèi)指針》的發(fā)布，允許日本武裝力量在全球扮演更具進(jìn)攻性的角色(take on more ambitious global role)，將允許美日在提升導(dǎo)彈防御能力(Ballistic Missile Defense capacities)、空間安全(space security)等方面進(jìn)行合作。
