From the above picture, we can see a balance; the left side stands for schools in remote mountainous areas and the right side refers to the ones in cities. The lever of the balance represents strategies of equal access to education. 1 How can we ensure an equal access to education? Obviously, it is the strategies of education fairness that can bridge the gaps between schools of mountainous and urban areas. 2

Equal access to education boosts social harmony and development in the course of constructing a harmonious society. Besides, equal access to education is a target of our country’s education policies, which aims at ensuring equal opportunities for all to receive education of equal quality. 3

But in reality, there exist differences in the building, the school environment and the faculty between schools of mountainous and urban areas.
