Japanese Government Has a New Structure

The Japanese government has a new structure(1) which takes effect Saturday. The changes are designed to give politicians, not administrators【行政人員】, more control of policy. The Prime Minister is to have more power. Several state minister positions are being created to help cabinet ministers form policy.
