Once in the Warring States Period, the State of Jin was at war with the State of Chu. Duke Gong of Chu stood on a high platform built on chariot(二輪戰(zhàn)車(chē)) and watched the movements of the Jin army. After watching for a while, he said ,"It's quite noisy over there and cloud of dust has been stirred up." His aide answered, "The enemy are filling up wells and destroying their cooking stoves. They are preparring to fight."

This idiom is now used to mean a lot of commotion(騷動(dòng)，暴亂) over hearsay(傳聞，謠言) .

春秋時(shí)期，晉國(guó)襲擊鄭國(guó)，鄭國(guó)向楚國(guó)求援，楚共王親率大軍援鄭，楚軍趁晉軍毫無(wú)防備逼近晉軍前陣，想迫使晉軍投降，晉厲王采納范文子的兒子的填灶蓋井的建議，于是晉軍營(yíng)塵土飛揚(yáng)，騰地列陣，楚共王輕敵結(jié)果被晉軍打敗。

該成語(yǔ)原形容軍中正忙于準(zhǔn)備的狀態(tài)。后來(lái)形容消息普遍淬，議論紛紛?，F(xiàn)多指反動(dòng)言論十分囂張。
