China's leading banks may not be exposed to risks relating to Dubai's financial troubles, but some of the country's entrepreneurs haven't been so fortunate.

來自中國東部沿海城市溫州的投資者發(fā)現(xiàn),在迪拜世界(Dubai World) 11月底宣布把債務(wù)償還延期6個月后,他們在迪拜的投資受到了沖擊。溫州商人素以精明絕頂而聞名。

Investors from the east coast city of Wenzhou, which has a reputation as the home of China's savviest businessmen, have seen their investments in Dubai backfire following Dubai World's announcement at the end of November that it would seek a six-month extension on debt repayments.

溫州中小企業(yè)發(fā)展促進會會長周德文向《華爾街日報》表示,他估計在迪拜的兩萬名溫州商人所遭受的總損失超過人民幣10億元(合1.465億美元)。

Zhou Dewen, the head of the Wenzhou Small and Medium Enterprise Business Development and Promotion Association, told The Wall Street Journal that he estimates the combined losses of Dubai's 20,000 Wenzhou entrepreneurs at more than 1 billion yuan (6.5 million).

過去10年來,溫州商人遵循積極的“走出去”的戰(zhàn)略,在全球各地尋找商業(yè)機會,從傳統(tǒng)的進出口企業(yè)到組織赴海外的炒房團。由于迪拜開放的市場、對進口產(chǎn)品的巨大需求和免稅政策,它很快成為最受溫州企業(yè)青睞的目的地之一。

Over the last decade Wenzhou merchants have followed an aggressive 'going-out' strategy, seeking out business opportunities around the world, from traditional import and export businesses to organizing overseas real-estate 'shopping trips.' Dubai soon became one of the favorite destinations for Wenzhou business, thanks to its open market, a huge demand for imported products and duty-free tax policies.

Since Dubai opened its real-estate market in 2002, the tiny desert oasis drew a huge influx of foreigners who came to invest and work. Of Dubai's current 1.4 million residents, the vast majority are expats and migrants. At the same time, housing prices in Dubai skyrocketed, with the average price for a villa rising from only 8,000 yuan per square meter in 2001 to more than 40,000 yuan per square meter before the financial crisis last year, according to Wang Weisheng, a Wenzhou merchant who has been doing business in Dubai for more than 10 years.

在投機大幅上漲的房地產(chǎn)市場可能帶來的迅速盈利的刺激下,在迪拜做生意的溫州商人開始買進多座房產(chǎn)用作投資。

Inspired by the quick profits to be made out of speculating in the booming real-estate market, Wenzhou merchants doing business in Dubai began to buy multiple properties for investment.

周德文說,溫州人天生就有一種投資者房地產(chǎn)市場的渴望。他估計,到目前為止,來自溫州的投資者在迪拜房地產(chǎn)市場已g投入約人民幣50億到60億元。

'Wenzhou people have an inborn desire to invest in the real-estate market,' says Zhou, who estimates that the investors from Wenzhou have put about 5 billion to 6 billion yuan in Dubai properties to date.

Though actual losses are difficult to measure, Zhou warns that the impact may extend to other sectors. 'We can tell that the confidence among Wenzhou merchants to invest in Dubai is declining, as the suspended projects in Dubai could also lead to sluggish demand for building materials, hardware fittings and even consumer products.'

One of the bigger Dubai investors from Wenzhou is Hu Bin, chairman of Zhongzhou International Group Co. In 2007, Hu paid million for the 30,000 square-meter 'Shanghai Island,' one of a series of man-made islands in an archipelago shaped like a map of the earth. Hu planned to spend more than 0 million to develop the island, building a resort, luxury villas and a reproduction of Shanghai's famous skyline.

'If not for the world financial crisis last year, the whole project should have been completed next year, and we projected total sales of more than 5 billion yuan', says Hu, who had only invested 30% of the total land price with Nakheel, the Dubai World unit that owns the World islands. Hu says he sensed that there were great risks in Dubai's real-estate market as soon as the subprime crisis hit U.S. and earlier this year, the entire World islands project was put on hold when Nakheel ran out of money.

胡賓對《華爾街日報》說,我沒有開始上海島的建設(shè)和銷售,這真是讓人松了一口氣。盡管他對迪拜的未來仍持樂觀看法,認為他在迪拜的損失不算什么,但他已經(jīng)把注意力轉(zhuǎn)移回了國內(nèi)。

'It's a big relief that I never started the construction and sales of Shanghai Island,' Hu told The Wall Street Journal. While Hu remains optimistic about Dubai's future, and doesn't consider his losses there to be a big deal, he has switched his focus back home.

'Shanghai Island' is rising again, this time on the outskirts of the actual Shanghai. Hu's latest real-estate project is a 150-villa development near the Chinese metropolis, with homes selling for 20,000 to 30,000 yuan per square meter. 'I am sure all of my houses in phase 1 will sell out right after we start the sale,' he says.
