3月8日下午，2019年全國兩會(huì)第三場“部長通道”開啟，文化和旅游部部長、國家衛(wèi)生健康委員會(huì)主任、國務(wù)院發(fā)展研究中心黨組書記、國家體育總局局長、科學(xué)技術(shù)部部長等分別回答了記者的提問。

China is to develop its meteorological services and enhance its global forecast capabilities, Liu Yaming, China Meteorological Administration head, said.

中國氣象局局長劉雅鳴表示，中國氣象局還要大力發(fā)展全球氣象業(yè)務(wù)，要提高全球監(jiān)測(cè)、全球預(yù)報(bào)、全球服務(wù)。

China's Fengyun meteorological satellites have played an effective role in providing information on natural disasters for countries involved in the Belt and Road Initiative in the past year, she said.

2018年，在“一帶一路”沿線國家遇到自然災(zāi)害時(shí)，風(fēng)云氣象衛(wèi)星向這些國家提供了服務(wù)。

Increased moves will be made to increase the number of restrooms, said Luo Shugang, minister of culture and tourism.

文化和旅游部部長雒樹剛表示，我們要要加大旅游廁所的建設(shè)力度。

He said that while it will take two more years to solve the restroom shortage, the country's "toilet revolution" has made steady progress in the past four years, with 30,000 tourist restrooms built or renovated by the end of 2018.

去年我們一共新建和改擴(kuò)建旅游廁所約3萬個(gè)。“旅游廁所革命”已經(jīng)實(shí)施了四年，我們準(zhǔn)備再用兩年時(shí)間基本解決旅游廁所少和旅游廁所臟的問題。

Health authorities will establish a cancer registration and report system that covers all medical institutions at county level or above, and early screening, diagnosis and treatment of cancer will be promoted to reduce fatalities caused by cancer, Ma Xiaowei, minister in charge of the National Health Commission, citing a plan just approved by the State Council, China's cabinet.

國家衛(wèi)生健康委員會(huì)主任馬曉偉說，國務(wù)院剛剛研究了癌癥防治工作，主要有幾個(gè)方面的工作要做：在全國縣以上醫(yī)療機(jī)構(gòu)建立癌癥登記報(bào)告制度;推廣癌癥的“三早”，早期篩查、早期診斷、早期治療，降低癌癥死亡率。

Citing effects from a cross-sports talent development program, China's sports minister is confident that Team China could do the nation proud at the 2022 Winter Olympics in Beijing by qualifying for all events and bringing home a record medal haul.

國家體育總局局長茍仲文表示，經(jīng)過多個(gè)項(xiàng)目的人員培訓(xùn)，2022年北京冬奧會(huì)的時(shí)候，在冬奧會(huì)的賽場上，我們中國運(yùn)動(dòng)員要參加所有的項(xiàng)目的比賽，并力爭取得好成績。

Gou Zhongwen, head of the General Administration of Sport of China, said on Friday that necessary measures and cooperation have been put in place to build a competitive national team capable of vying with the world's best in winter sports and making breakthrough results at the home Olympics in 2022.

茍仲文說，經(jīng)過第一階段的擴(kuò)面工作，我們體育界是有信心做到為北京2022年冬季奧運(yùn)會(huì)提供堅(jiān)實(shí)的人才基礎(chǔ)，力爭要超歷史最好成績。

"To make the 2022 Winter Olympics a great success, it's not just about making smooth organization for the Games but also achieving the best possible athletic results at the event," Gou said.

China will continue reforms to streamline administration, allowing them to focus on their research and create new innovations to benefit society, Wang Zhigang, minister of science and technology said on Friday.

科學(xué)技術(shù)部部長王志剛表示，我們將在政策制度上使我們的科研人員不為行政事務(wù)所困擾，真正用科研來回報(bào)社會(huì)，真正把時(shí)間用在科研活動(dòng)上。

China will expand international cooperation in researching artificial intelligence, as well as tackling new social and ethical challenges posed by the new technology, Wang said.

我們希望國際社會(huì)加強(qiáng)人工智能技術(shù)研究以及應(yīng)對(duì)由此產(chǎn)生的社會(huì)、倫理新問題方面的交流合作。

Scientists have been researching artificial intelligence for more than 60 years, but people are now concerned about the technology due to its impact on social governance, ethics, and personal privacy, said Wang.

人工智能發(fā)展60多年來，大家現(xiàn)在有一些擔(dān)心，人工智能對(duì)社會(huì)治理、倫理道德、隱私保護(hù)等方面會(huì)有什么影響。

"Now AI is not just confined to the lab, it has entered society," he said, adding the technology has intertwined with laws, ethics, and social morality. Development in AI technology also is faster than that in laws, ethics, and public governance, he added.

現(xiàn)在人工智能已經(jīng)不再是科學(xué)家實(shí)驗(yàn)室中的內(nèi)容，而是開始走向社會(huì)、走向應(yīng)用，和法律、社會(huì)公德、倫理聯(lián)系上了。人工智能技術(shù)發(fā)展走在前面，法律規(guī)范、社會(huì)公德、社會(huì)治理方式相對(duì)滯后，要加快跟上。

The central government will give unwavering support to Macao for its transition to a more diversified economy, said Zhang Xiaoming, director of the Hong Kong and Macao Affairs Office of the State Council.

國務(wù)院港澳事務(wù)辦公室主任張曉明表示，中央政府全力支持澳門經(jīng)濟(jì)適度多元發(fā)展。

Macao has pushed ahead with the plan to transform Macao into a world-class tourism and leisure center, and a commerce and trade cooperation services platform between China and Lusophone countries, Zhang said.

澳門特別行政區(qū)政府并且正在推進(jìn)世界旅游休閑中心建設(shè)、中國和葡語系國家商貿(mào)服務(wù)平臺(tái)的建設(shè)。

The central government has an unquestionable role to maintain national security, including that in the Hong Kong Special Administrative Region, director of the State Council's Hong Kong and Macao Affairs Office Zhang Xiaoming stressed.

張曉明強(qiáng)調(diào)，維護(hù)國家安全，包括香港特別行政區(qū)的安全，是依法履行中央人民政府應(yīng)有的權(quán)力和應(yīng)盡的義務(wù)。

It is impossible for the central government to turn a blind eye to acts that jeopardize national security in Hong Kong, as the SAR is an inalienable part of China, Zhang said.

他表示，香港特別行政區(qū)是中華人民共和國不可分離的部分，中央不可能對(duì)待香港發(fā)生的危害國家安全的行為不聞不問。
