China will introduce a blacklist system to ensure implementation of its policy on social insurance funds, according to a draft by the Ministry of Human Resources and Social Security.

人力資源與社會(huì)保障部近日起草的意見(jiàn)稿顯示,我國(guó)將引入黑名單制度以確保社?;鹫叩膶?shí)施。

China's social insurance system consists of five mandatory insurance plans -- pension fund, medical insurance, industrial injury insurance, unemployment insurance and maternity insurance, as well as a housing provident fund.

我國(guó)的社保制度由“五險(xiǎn)一金”組成。“五險(xiǎn)”指的是五種強(qiáng)制保險(xiǎn)計(jì)劃:養(yǎng)老保險(xiǎn)、醫(yī)療保險(xiǎn)、工傷保險(xiǎn)、失業(yè)保險(xiǎn)和生育保險(xiǎn),“一金”指的是住房公積金。

According to the draft regulation, authorities will blacklist individuals or companies found tohave engaged in misconduct, such as failure to pay social insurance, social insurance fraud through forgery of certification materials, and illegally selling personal data related to social insurance.

根據(jù)意見(jiàn)稿的規(guī)定,個(gè)人或用人單位如被發(fā)現(xiàn)有未參加社會(huì)保險(xiǎn)、偽造證明材料騙取社會(huì)保險(xiǎn)待遇、非法出售社會(huì)保險(xiǎn)相關(guān)個(gè)人數(shù)據(jù)等不端行為,將被有關(guān)部門(mén)列入黑名單。

五險(xiǎn)一金將建立黑名單制度

Once placed on the social credit blacklist, individuals or companies will face restrictions on abroad range of activities, including transportation, bidding, applications for production licenses, financing loans, market access and tax incentives.

被列入社會(huì)信用黑名單的個(gè)人和用人單位將面臨交通出行、招投標(biāo)、申請(qǐng)生產(chǎn)許可、融資貸款、市場(chǎng)許可和稅收優(yōu)惠等多個(gè)方面的限制。

The blacklist will be effective for less than five years and be updated regularly.

該黑名單懲戒期限不超過(guò)5年,并且會(huì)定期更新。

Zhang Yinghua, a social insurance researcher at the Chinese Academy of Social Sciences, said the blacklist mechanism will help ensure fairness and justice.

中國(guó)社會(huì)科學(xué)院社會(huì)保險(xiǎn)研究員張盈華表示,黑名單機(jī)制將有助于確保公平公正。

Employers must realize that paying in full and on time is essential for protecting the rights and interests of employees, and it is the social responsibility of enterprises, Zhang said.

張盈華稱,用人單位必須認(rèn)識(shí)到,按時(shí)參保足額繳費(fèi)對(duì)職工權(quán)益的保障很重要,是企業(yè)應(yīng)盡的社會(huì)責(zé)任。
