中國外管局設(shè)定個人銀行卡境外提現(xiàn)額度

China’s authorities have capped overseas withdrawals using Chinese bank cards at Rmb100,000 per year in a move designed to prevent money laundering and terrorist financing, the foreign exchange regulator said.

中國當(dāng)局規(guī)定，個人持中國境內(nèi)銀行卡合計每年在境外提取現(xiàn)金不得超過等值10萬元人民幣。中國國家外匯管理局(SAFE)稱，此舉是為了反洗錢和反恐怖融資。

China has sought to limit foreign exchange purchases by its citizens in an effort to conserve forex reserves. The new measure plugs one of the few remaining ways Chinese citizens get money out of the country by broadening the Rmb100,000 ($15,400) limit from a single account to a single individual.

為了保留外匯，中國力求限制中國居民購匯。新舉措將境外提現(xiàn)限額從每卡每年變?yōu)槊咳嗣磕?0萬元人民幣(合15400美元)，封堵住中國居民將資金轉(zhuǎn)至國外的少數(shù)剩余途徑之一。

Previously, the annual limit of Rmb100,000 for overseas withdrawals was set for a single bank card.

此前，10萬元人民幣的境外提現(xiàn)年度限額是針對每張銀行卡。

An annual purchase limit of $50,000 worth of foreign currency per person remained unchanged, said the State Administration of Foreign Exchange (SAFE) in a statement on Saturday.

國家外匯管理局在周六的聲明中表示，個人年度等值5萬美元的購匯額度不變。

A regional currency analyst said that the move appeared to be a tightening of capital controls. “I was not expecting this since outflows have been slowing. But by doing this it clearly shows China’s desire to manage the outflows more aggressively, particularly on individual flows” he said.

According to the new rule, which takes effect on January 1, people who exceed the Rmb100,000 quota will be suspended from overseas transactions for the remainder of the year, as well as the following year, according to SAFE.

國家外匯管理局表示，根據(jù)從2018年1月1日起生效的新規(guī)，超過10萬元人民幣年度境外提現(xiàn)額度的個人將在本年余下時間及次年被暫停境外提現(xiàn)交易。

Meanwhile, domestic card users will be barred from withdrawing more than Rmb10,000 a day overseas, it said. The new regulations represent the latest effort to combat what Beijing views as harmful and often illicit capital outflows.

同時，該局稱，持中國境內(nèi)銀行卡個人用戶境外提現(xiàn)每卡每日不得超過等值1萬元人民幣。新規(guī)是打擊北京方面認(rèn)為有害并且往往非法的資本外流的最新努力。

The new limit, however, is unlikely to affect big Chinese spenders, most of whom have access to overseas bank accounts and credit cards.

Chinese individuals are also still entitled to foreign exchange purchases of $50,000 a year, which is more than most people need for overseas travel purposes.

After a long period of declining, China's foreign exchange reserves rose throughout 2017 due to tighter regulation and a stronger renminbi, which continue to discourage capital outflows. November saw the 10th consecutive month of foreign exchange reserve gains.
