美國駐聯(lián)合國大使:朝鮮在“乞求戰(zhàn)爭”

The US warned on Monday that North Korea was “begging for war” but asked the UN to respond to Pyongyang’s test of its largest nuclear device with stronger sanctions to force the regime to end its weapons programme diplomatically.

美國周一警告,朝鮮在“乞求戰(zhàn)爭”,但要求聯(lián)合國針對平壤方面試驗(yàn)其最大核裝置實(shí)施更強(qiáng)有力的制裁,以通過外交手段迫使朝鮮政權(quán)終止其核武計(jì)劃。

Nikki Haley, the US ambassador, said that two decades of “half measures” by the UN had failed, and argued that despite its efforts “the North Korea nuclear programme is more advanced and more dangerous than ever”.

美國駐聯(lián)合國大使妮基•黑利(Nikki Haley)表示,聯(lián)合國20年來“不到位的措施”失敗了,并且提出,盡管聯(lián)合國作出了努力,但“朝鮮核武計(jì)劃比以往任何時(shí)候都更先進(jìn),也更危險(xiǎn)”。

She said that Washington wanted the “strongest sanctions” ever imposed on the regime to “resolve this problem through diplomacy”.

她表示,華盛頓方面希望對朝鮮政權(quán)施加“最強(qiáng)有力的制裁”,以“通過外交手段來解決這個(gè)問題”。

The move by the Trump administration to press for another round of sanctions at the UN comes despite increasingly heated warnings from the White House that it was actively weighing military options if North Korea threatened the US or its treaty allies in the region.

特朗普政府要求聯(lián)合國出臺又一輪制裁措施的同時(shí),白宮發(fā)出日益刺耳的警告,稱其在積極權(quán)衡各種軍事選擇,以防朝鮮威脅美國或其在該地區(qū)的條約盟友。

Military tensions escalated further on Monday when South Korea conducted a live-fire exercise simulating an attack on North Korea’s Punggye-ri nuclear test site, and its intelligence agency warned that Pyongyang appeared to be preparing to launch another intercontinental ballistic missile.

軍事緊張局勢周一進(jìn)一步升級。韓國舉行了一次實(shí)彈演習(xí),模擬對朝鮮豐溪里(Punggye-ri)核試驗(yàn)場發(fā)起打擊,同時(shí)韓國情報(bào)機(jī)構(gòu)警告稱,平壤方面似乎正在準(zhǔn)備發(fā)射又一枚洲際彈道導(dǎo)彈。

Despite the sabre-rattling, the US move to appeal to the UN illustrated the limited options facing Donald Trump as he weighs how to respond to mounting political pressure domestically to take more decisive action.

盡管在進(jìn)行武力恫嚇,但美國求助于聯(lián)合國,說明唐納德•特朗普(Donald Trump)的選擇有限,他正在考慮如何應(yīng)對國內(nèi)不斷加大的要求他采取更果斷行動的政治壓力。

Besides drawing up military plans, the US is also working on a new package of unilateral sanctions.

除了制定軍事計(jì)劃外,美國還在研究一套新的單邊制裁方案。

The main targets are expected to be Chinese banks and other companies that do business in or with North Korea. Almost 90 per cent of North Korea’s international trade is with China, and Pyongyang relies on its neighbour for supplies of key commodities such as oil.

預(yù)計(jì)主要目標(biāo)將是在朝鮮(或與該國)開展業(yè)務(wù)的中資銀行和其他企業(yè)。朝鮮近90%的國際貿(mào)易是同中國進(jìn)行的,平壤方面依靠其鄰國供應(yīng)石油等關(guān)鍵大宗商品。

Mr Trump has threatened to cut off all trade with countries “doing business” with North Korea, a proposal that Beijing dubbed “unacceptable” and “unfair”, reflecting how the stand-off on the Korean peninsula was also undermining US-China relations that the Trump administration had made a centrepiece of its foreign policy.

特朗普已放話稱,對于那些同朝鮮“做生意”的國家,美國要切斷與它們的所有貿(mào)易。北京方面稱這個(gè)提議是不可接受和不公平的,突顯朝鮮半島上的僵局也在影響美中關(guān)系。特朗普政府此前將美中關(guān)系列為其外交政策的一個(gè)核心。

Ms Haley issued a thinly veiled threat to China and Russia saying that the US would “look at every country that does business with North Korea as a country that is giving aid to their reckless and dangerous nuclear intentions”.

黑利對中國和俄羅斯發(fā)出了幾乎不加掩飾的威脅,稱美國將“把同朝鮮做生意的每個(gè)國家都視作為朝鮮魯莽而危險(xiǎn)的核武意圖提供幫助的國家”。

Although Ms Haley’s efforts focused on getting the UN to unite behind sanctions and a diplomatic push, she was careful not to take the threat of force off the table, and said: “War is never something the United States wants. We don’t want it now. But our country’s patience is not unlimited.”

雖然黑利的著眼點(diǎn)是讓聯(lián)合國團(tuán)結(jié)起來,支持制裁和外交努力,但她小心翼翼地不排除武力威脅。她表示:“戰(zhàn)爭永遠(yuǎn)不是美國想要的東西。我們現(xiàn)在也不想要開戰(zhàn)。但我們國家的耐心不是無限度的。”
