中華人民共和國和巴拿馬共和國建交

巴拿馬總統(tǒng)巴雷拉當?shù)貢r間12日發(fā)表全國電視講話，宣布與中國建交。中國外交部長王毅也在北京與巴拿馬副總統(tǒng)兼外長德圣馬洛舉行會談。會談后，兩國外長簽署了《中華人民共和國和巴拿馬共和國關于建立外交關系的聯(lián)合公報》。

Chinese Foreign Minister Wang Yi held a meeting in Beijing with Isabel de Saint Malo, Panama's vice president and foreign minister, and they signed a joint communique on the establishment of diplomatic relations.

中國外交部長王毅在北京與巴拿馬副總統(tǒng)兼外長德圣馬洛舉行會談。會談后，兩國外長簽署了兩國建立外交關系的聯(lián)合公報。

According to the communique, the People's Republic of China and the Republic of Panama, in keeping with the interests and desire of the two peoples, have decided to recognize each other and establish diplomatic relations at the ambassadorial level effective from the date of signature of this communique.

公報表示，中華人民共和國和巴拿馬共和國，根據(jù)兩國人民的利益和愿望，決定自公報簽署之日起相互承認并建立大使級外交關系。

公報主要內容有：

兩國政府同意在互相尊重主權和領土完整、互不侵犯、互不干涉內政、平等互利、和平共處的原則基礎上發(fā)展兩國友好關系。

The two governments agree to develop friendly relations between the two countries on the basis of the principles of mutual respect for sovereignty and territorial integrity, mutual non-aggression, non-interference in each other's internal affairs, equality, mutual benefit and peaceful coexistence.

巴拿馬共和國政府承認世界上只有一個中國，中華人民共和國政府是代表全中國的唯一合法政府，臺灣是中國領土不可分割的一部分。巴拿馬共和國政府即日斷絕同臺灣的“外交關系”，并承諾不再同臺灣發(fā)生任何官方關系，不進行任何官方往來。中華人民共和國政府對巴拿馬共和國政府的上述立場表示贊賞。

The Government of the Republic of Panama recognizes that there is but one China in the world, that the Government of the People's Republic of China is the sole legal government representing the whole of China, and that Taiwan is an inalienable part of China's territory. The government of the Republic of Panama severs "diplomatic relations" with Taiwan as of this day and undertakes not to have any more official relations or official exchanges with Taiwan, and the Government of the People's Republic of China appreciates this position of the Government of the Republic of Panama.

王毅表示，巴拿馬政府從國家長遠發(fā)展和人民根本利益出發(fā)，毅然作出承認一個中國原則，同臺灣方面“斷交”、同中國建交的正確政治決定。中巴建交是雙方為謀求兩國人民的長久福祉，遵從兩國人民的普遍意愿，共同邁出的歷史性一步。建交后，巴在政治上增加了一位值得信賴的朋友(a trustworthy friend in politics)，經(jīng)濟上增加了一個穩(wěn)定持久的合作伙伴(a stable and long-lasting partner in economy)，國際關系中增加了一份相互支持的有力依靠(strong and poerful support in international relations)。

巴拿馬副總統(tǒng)兼外長德圣馬洛表示，巴拿馬高度重視中國的國際地位，同中國建交是基于巴拿馬的長遠和根本利益，順應兩國人民心愿做出的戰(zhàn)略選擇和正確決定，開啟了兩國關系新篇章(it will open a new chapter for the relations between the two countries)。巴方堅持一個中國原則，不再同臺灣發(fā)生任何官方關系。巴方將同中方在相互尊重的基礎上，做相互信賴的伙伴，擴大在政治、經(jīng)濟、海事、旅游、投資、教育等各領域的合作(expand cooperations in politics, economy,maritime affairs, tourism, investment and education)，攜手促進發(fā)展中國家的合作。

巴拿馬共和國

巴拿馬共和國(the Republic of Panama)位于中美洲東南部，人口400余萬，國土面積7.5萬平方公里，首都巴拿馬城，西班牙語為該國官方語言。

巴拿馬以巴拿馬運河(the Panama Canal)而著稱。該運河被譽為“黃金水道”，是一條聯(lián)通太平洋與大西洋的國際航道(international waterway that connects the Atlantic Ocean with the Pacific Ocean)。運河全長81.3公里，寬152米至304米，深13.5米至26.5米。全球貿易的近6%從這條水道通過，有世界貿易晴雨表之稱。巴拿馬因其地理位置銜接南北美洲的特點，再加上運河的存在，成為世界航空和海運的樞紐之一。

近年來，巴拿馬經(jīng)濟增長迅速，在整個拉美國家中居于領先地位。在世界經(jīng)濟論壇2016年-2017年全球競爭力報告中，巴拿馬經(jīng)濟競爭力(economic competitiveness)位居拉美地區(qū)第二位。
