會議決定，高校學生在讀期間助學貸款利息(interest on the loans)由財政全額補貼(will be fully covered by the State)，畢業(yè)后在還款期內繼續(xù)攻讀學位(pursue post-graduate studies)或在校期間因病等休學的，也可申請貼息(apply for deducted interest repayments)。
同時，將助學貸款最長期限(maximum term of lending agreements for university students)由原先的10年、14年，統(tǒng)一延長至20年(will be extended to 20 years)。將還本寬限期從2年延長至3年，寬限期內只需還利息、不需還本金。
