最近芬蘭的“基本收入”（Basic Income）計劃成為人們熱議的焦點：聽說那里計劃每月給每位公民發(fā)放約合4200人民幣的福利？

不少人感慨：北歐的福利就是好啊，在家躺著都能拿工資。

而實際上這只是芬蘭政府機構試水“全民基本收入”（Universal Basic Income）的一個試驗而已；被選中的人并非自愿報名，而是強制性參與試驗；還有人指出，這項試驗內容甚至算不上“基本收入”（Basic Income）制度，因為它意在刺激就業(yè)，而非增進社會福利……

受眾人群有嚴格要求

“每月補助560歐元”

——這則信息出自芬蘭社會事務和衛(wèi)生部（The Ministry of Social Affairs and Health）當地時間8月25日公示的一則尋求意見的公告。

原文中有如下描述：

The objective of the legislative proposal is to carry out a basic income experiment in order to assess whether basic income can be used to reform social security, specifically to reduce incentive traps relating to working.

Persons receiving Kela's unemployment-related benefits, under certain limitations, would be included in the experiment.From the target group, a test group of 2,000 persons would be selected by means of random sampling.It would be mandatory to participate in the experiment, which would ensure that the results will not be biased.According to the proposal, the level of basic income would be EUR 560 per month.

The consultation period will continue till 9 September 2016.After that the Government will submit its proposal to Parliament.The government proposal is included in the budget proposal for 2017.

此“基本收入”非彼“基本收入”

無條件基本收入（Unconditional Basic Income），簡稱 UBI ，又稱為基本收入，是在不審查任何條件與資格下，由政府或組織定期定額發(fā)給全體成員（人民）足以滿足基本生活條件之金錢，而不論其收入、工作或財產的有無，只要是該國或地區(qū)的居民或組織的成員就夠了。目前被認為是人類勞動由機器取代后，人類仍然可以享受生產成果的最佳措施。

觀點：仍值得一試

The proposal is interesting, not least because it focuses on work rather than welfare.
