BBC to launch three arts ‘festivals’ a year(482 words)

The BBC is to launch three arts “festivals” a year under plans to transform the way it commissions art and live performance.

In a partnership with the four regional arts councils — the UK's main arts funding bodies — the BBC will open up its commissioning process and digital resources to showcase new work from dancers, poets, artists and playwrights.

Using the Cultural Olympiad of 2012 and Shakespeare's 400th anniversary as models, the first of its three annual themes will be poetry and opera in 2017, followed by the centenary of women's suffrage next year. The corporation is creating an Artists' Fund — with £4m in its first year — to commission artists to make new work for broadcast and online.

Announcing the Culture UK initiative in London on Tuesday morning, Tony Hall, BBC director-general, said the “unprecedented” collaboration with national funding bodies and arts organisations had been driven partly by “serious challenges” to the cultural sector in terms of money and access.

“Far too few of us have access to the arts,” said Lord Hall. “There are communities we simply don't engage with. That has to change. For those arts organisations serving communities, times have never been harder. If we do nothing there will be places closing the door for good.”

The BBC is under pressure to show its activities benefit all parts of the UK, not just London and the south-east. Last week Sharon White, chief executive of Ofcom, the media regulator, said the broadcaster had “slipped back” recently after making progress on spending and programming hours outside London. In a speech, she proposed quotas for spending in each UK region and called for more original BBC productions in the regions.

Lord Hall said the Culture UK scheme would not only change the way the BBC worked but help to project the country's creative sector internationally. “It's going to have an impact at a really local level and it's going to amplify the UK's creative voice at a time the country is redefining its relationship with the world.”

Commissions include a television adaptation of the National Theatre's My Country: A Work in Progress, a show exposing the polarising effects of the Brexit referendum using interviews conducted across the UK. Danny Boyle will direct hip-hop dance company Boy Blue in a new film, while Carol Ann Duffy, the poet laureate, will work with Newcastle's BalletLorent on an adaptation of Rumpelstiltskin.

Digital technology will play a central part in many of the new works. The Barbican Theatre will livestream Shakespeare's The Winter's Tale in three languages. Derry Playhouse is staging Playcraft, which will take place simultaneously on stage and within the computer game Minecraft.

The BBC also said it would allow festivals such as Edinburgh, Hay-on-Wye and Manchester to piggyback on its online technology for live events, previously used for primetime occasions such as the Olympic Games, the Glastonbury music festival and the US elections.
