Traditionally in English (British and American), an electricity blackout is also a power cut, which is also a power outage. A blackout often carries the sense of accidental non-supply more than an outage does.

傳統(tǒng)上,在英語(yǔ)(英式和美式)中,electricity blackout(斷電)也叫power cut,也是power outage.。與outage相比,blackout通常會(huì)帶點(diǎn)兒意外斷電的感覺(jué)。

Water non-supply is traditionally water suspension (intentional) or a water stoppage (accidental). There’s no particular reason for it — it’s just conventional usage. Of course, no one speaks of a water blackout (because water doesn’t ‘light’ or ‘lit’).
