《生物多樣性公約》第十五次締約方大會（COP15）第二階段會議12月19日凌晨通過“昆明-蒙特利爾全球生物多樣性框架”。COP15主題為“生態(tài)文明：共建地球生命共同體”，包含兩個階段會議，中國擔任主席國。第一階段會議2021年在中國昆明成功舉行；第二階段會議于加拿大蒙特利爾召開。

 A United Nations (UN) biodiversity deal, entitled Kunming-Montreal Global Biodiversity Framework, has been adopted early Monday at the UN biodiversity conference, COP15. China holds the presidency of COP15, formally known as the 15th meeting of the Conference of the Parties to the UN Convention on Biological Diversity. It held the phase-one meeting in Kunming, capital of southwest China's Yunnan Province, in 2021. The second phase of COP15 in Montreal, Canada, continued the theme of "Ecological Civilization: Building a Shared Future for All Life on Earth."

“昆明-蒙特利爾全球生物多樣性框架”（簡稱“框架”），是一份歷史性協(xié)議，是國際社會歷經(jīng)4年艱難磋商得來的，展現(xiàn)了各方理性務(wù)實、推進全球生物多樣性保護的意愿與決心，為今后直至2030年乃至更長一段時間的全球生物多樣性治理擘畫新藍圖。
“框架”共包含23個具體目標，其中最重要、最具里程碑意義的，是承諾到2030年保護全球至少30%的陸地、內(nèi)陸水域和海洋。這也被稱為“3030”目標。為何是“30%”？這是因為“30%”被看作是人類基本生存與發(fā)展所需要的最低自然區(qū)的面積占比。目前，全球得到保護的土地和海洋面積分別僅占17%和8%。資金調(diào)動是“框架”的另一核心目標，是到2030年每年調(diào)動至少2000億美元的資金，以實施國家生物多樣性戰(zhàn)略和行動計劃。這其中包括發(fā)達國家在2025年前每年至少向發(fā)展中國家提供200億美元，在2030年前每年至少提供300億美元。這些承諾如果能落實，將有效彌合資金缺口，為全球生物多樣性保護提供有力保障。
成果令人鼓舞，過程頗為波折。自從2018年埃及COP14會議以來，全球召開多次會議商討“框架”的內(nèi)容和目標。由于發(fā)達國家與發(fā)展中國家對生物多樣性保護的責(zé)、權(quán)、利認識不同，擁有的知識、資金、能力也不同，一度分歧嚴重。中方作為COP15主席國，在協(xié)調(diào)各方、推動會議進程方面發(fā)揮了引領(lǐng)作用。

人類是命運共同體，不論是戰(zhàn)勝新冠疫情，還是加強生物多樣性保護，實現(xiàn)全球可持續(xù)發(fā)展，唯有團結(jié)合作，才能有效應(yīng)對全球性挑戰(zhàn)。生態(tài)興則文明興。我們應(yīng)該攜手努力，共同推進人與自然和諧共生，共建地球生命共同體，共建清潔美麗世界。

A sound ecosystem is essential for the prosperity of civilization. We must work together to promote harmonious co-existence between man and Nature, build a community of all life on the Earth, and create a clean and beautiful world for us all.
