近日，中共中央辦公廳、國務(wù)院辦公廳印發(fā)《鄉(xiāng)村建設(shè)行動(dòng)實(shí)施方案》。方案明確，到2025年，鄉(xiāng)村建設(shè)取得實(shí)質(zhì)性進(jìn)展，農(nóng)村人居環(huán)境持續(xù)改善。
China on Monday published an action plan on rural construction. By 2025, tangible progress should be made on rural construction, and continuous improvement should be seen in the rural living environment, according to the document jointly issued by the General Office of the Communist Party of China Central Committee and the State Council General Office.

鄉(xiāng)村建設(shè)是實(shí)施鄉(xiāng)村振興戰(zhàn)略的重要任務(wù)，黨的十九屆五中全會(huì)提出實(shí)施鄉(xiāng)村建設(shè)行動(dòng)。2021年、2022年中央一號(hào)文件對實(shí)施鄉(xiāng)村建設(shè)行動(dòng)作出了具體部署。制定出臺(tái)《鄉(xiāng)村建設(shè)行動(dòng)實(shí)施方案》，對扎實(shí)推進(jìn)鄉(xiāng)村建設(shè)行動(dòng)、進(jìn)一步提升鄉(xiāng)村宜居宜業(yè)水平具有重要指導(dǎo)意義。
方案提出了12項(xiàng)重點(diǎn)任務(wù)，可概括為“183”行動(dòng)——
“1”就是制定一個(gè)規(guī)劃，確保一張藍(lán)圖繪到底。
“8”就是實(shí)施八大工程：道路方面，重點(diǎn)實(shí)施農(nóng)村道路暢通工程；供水方面，重點(diǎn)強(qiáng)化農(nóng)村防汛抗旱和供水保障；能源方面，重點(diǎn)實(shí)施鄉(xiāng)村清潔能源建設(shè)工程，鞏固提升農(nóng)村電力保障水平；物流方面，重點(diǎn)實(shí)施農(nóng)產(chǎn)品倉儲(chǔ)保鮮冷鏈物流設(shè)施建設(shè)工程；信息化方面，推進(jìn)數(shù)字技術(shù)與農(nóng)村生產(chǎn)生活深度融合；綜合服務(wù)方面，重點(diǎn)實(shí)施村級(jí)綜合服務(wù)設(shè)施提升工程；農(nóng)房方面，重點(diǎn)實(shí)施農(nóng)房質(zhì)量安全提升工程，加強(qiáng)歷史文化名鎮(zhèn)名村、傳統(tǒng)村落、傳統(tǒng)民居保護(hù)與利用；農(nóng)村人居環(huán)境方面，重點(diǎn)實(shí)施農(nóng)村人居環(huán)境整治提升五年行動(dòng)，統(tǒng)籌農(nóng)村改廁和生活污水、黑臭水體治理，健全農(nóng)村生活垃圾收運(yùn)處置體系。
“3”就是健全三個(gè)體系，實(shí)施農(nóng)村基本公共服務(wù)提升行動(dòng)，加強(qiáng)農(nóng)村基層組織建設(shè)，深入推進(jìn)農(nóng)村精神文明建設(shè)。

要推進(jìn)城鄉(xiāng)區(qū)域協(xié)調(diào)發(fā)展，全面實(shí)施鄉(xiāng)村振興戰(zhàn)略，實(shí)現(xiàn)鞏固拓展脫貧攻堅(jiān)成果同鄉(xiāng)村振興有效銜接，改善城鄉(xiāng)居民生產(chǎn)生活條件，加強(qiáng)農(nóng)村人居環(huán)境整治，培育文明鄉(xiāng)風(fēng)，建設(shè)美麗宜人、業(yè)興人和的社會(huì)主義新鄉(xiāng)村。
Local authorities should promote coordinated development between rural and urban areas, advance rural vitalization on all fronts, consolidate and expand the achievements made in poverty alleviation in coordination with the extensive drive for rural vitalization. They should improve the people's well-being and rural living environment, cultivate social etiquette and civility, and build a new socialist countryside that is beautiful, prosperous and harmonious.
