近日，國務院印發(fā)通知稱，決定于2023年開展第五次全國經(jīng)濟普查，全面客觀反映我國經(jīng)濟社會發(fā)展狀況。第五次全國經(jīng)濟普查將首次統(tǒng)籌開展投入產(chǎn)出調查，普查對象是在我國境內從事第二產(chǎn)業(yè)和第三產(chǎn)業(yè)活動的全部法人單位、產(chǎn)業(yè)活動單位和個體經(jīng)營戶。
China will conduct its fifth national economic census in 2023 to take stock of the country's economic and social development. The upcoming national economic census will carry out an input-output survey, the State Council said in a notice. The objects of the census include all legal entities, industrial activity units and self-employed households engaged in secondary and tertiary industry activities in China.

按照《全國經(jīng)濟普查條例》規(guī)定，經(jīng)濟普查每5年進行一次，分別在逢3、8的年份實施。第五次全國經(jīng)濟普查標準時點為2023年12月31日，普查時期資料為2023年年度資料。通過普查，可以進一步夯實統(tǒng)計基礎，推進統(tǒng)計現(xiàn)代化改革，為加強和改善宏觀經(jīng)濟治理、科學制定中長期發(fā)展規(guī)劃、全面建設社會主義現(xiàn)代化國家，提供科學準確的統(tǒng)計信息支持。
這次普查的主要內容包括普查對象的基本情況、組織結構、人員工資、生產(chǎn)能力、財務狀況、生產(chǎn)經(jīng)營、能源生產(chǎn)和消費、研發(fā)活動、信息化建設和電子商務交易情況，以及投入結構、產(chǎn)品使用去向和固定資產(chǎn)投資構成情況等。本次普查最大的變化是首次統(tǒng)籌開展投入產(chǎn)出調查。投入產(chǎn)出調查是為系統(tǒng)反映國民經(jīng)濟行業(yè)間經(jīng)濟聯(lián)系組織實施的一項大型調查，在逢2、7的年份開展，目前已順利實施7次。經(jīng)濟普查與投入產(chǎn)出調查雖然目的不同，但組織流程相似，調查對象、調查內容等方面存在重合，在相鄰年份相繼開展增加基層負擔，也不利于調查數(shù)據(jù)的協(xié)調應用。
本次普查將廣泛應用部門行政記錄，推進電子證照信息等在普查中的應用，采取網(wǎng)上填報與手持電子終端現(xiàn)場采集數(shù)據(jù)相結合的方式開展調查。為適應常態(tài)化疫情防控需要，也將支持普查對象通過網(wǎng)絡自主報送普查數(shù)據(jù)。
