We can't try to resolve problems in the South China Sea when we have refused to make surethat the Law of the Sea Convention is ratified by our United States Senate

我們不能指望通過國際規(guī)則解決南中國海問題而自己國家的參議院卻拒絕批準(zhǔn)海洋法公約我不知道參議院是怎么想的

despite the fact that our top military leaders say the treaty advances our national security

That's not leadership; that's retreat

國會(huì)的這種做法不是領(lǐng)導(dǎo) 而是退避

That's not strength; that's weakness

這表現(xiàn)出的不是強(qiáng)大 而是軟弱

It would be utterly foreign to leaders like Roosevelt and Truman Eisenhower and Kennedy

羅斯福 杜魯門 艾森豪威爾 肯尼迪等領(lǐng)袖肯定都不會(huì)同意這樣做

I believe in American exceptionalism with every fiber of my being

我確實(shí)深信美國特殊主義

But what makes us exceptional is not our ability to flout international norms and the rule oflaw it is our willingness to affirm them through our actions

但美國的特殊并不體現(xiàn)在美國能夠藐視國際準(zhǔn)則和法律規(guī)范而應(yīng)體現(xiàn)在我們貫徹落實(shí)它們的決心

And that's why I will continue to push to close Gitmo because American values and legaltraditions do not permit the indefinite detention of people beyond our borders
