CNN News:美國(guó)古巴時(shí)隔50年冰釋前嫌

Yesterday, President Obama announced a major change in relations between the U.S. and Cuba. The U.S. government is reopening its embassy in the communist country. It`s allowing travel and trade that`s been banned since President Kennedy was in office. The two nations have been at odd since 1959 when communists overthrew the island`s government and took control.

During the Cold War, it`s a rivalry between the U.S. and Soviet Union. Cuba was an ally of the Soviet Union. At point allowing nuclear missiles to be installed as a threat to the U.S. In an effort to punish Cuba, the U.S. put an embargo in place, a ban on trade with Cuba. U.S. officials hope that isolating the country would influence its government to turn from communism and give its people more freedom. President Obama says that didn`t work.

冷戰(zhàn)期間，美國(guó)和蘇聯(lián)之間出現(xiàn)激烈競(jìng)爭(zhēng)。古巴當(dāng)時(shí)是蘇聯(lián)的盟友，并在某種觀點(diǎn)上允許安裝核導(dǎo)彈威脅美國(guó)。為了打擊古巴，美國(guó)對(duì)古巴下禁運(yùn)令，禁止與古巴有貿(mào)易往來(lái)。美國(guó)政府希望這樣可以對(duì)古巴進(jìn)行孤立從而影響共產(chǎn)黨轉(zhuǎn)型，讓更多人獲得自由，而奧巴馬總統(tǒng)稱這一措施并沒有達(dá)到預(yù)期效果。

After all, these 50 years have shown that isolation hasn`t worked. It`s time for a new approach.

經(jīng)過50年的僵局，結(jié)果證實(shí)孤立政策并沒有取得很好效果，所以現(xiàn)在是我們做出新決策的時(shí)候了。

AZUZ: Part of that approach involved an exchange of prisoners, the U.S. sent three convicted Cuban spies back to their home country. Cuba sent home a U.S. intelligence agent. Also, Cuba freed Alan Gross, a 65-year old American. He`d served five years in a Cuban prison for delivering phone equipment that could access the Internet. Cuba`s government restricts Internet use.

這一決策內(nèi)容還包括交換囚犯，美國(guó)釋放三名古巴間諜返回古巴。古巴釋放了一名美國(guó)特工。同時(shí)，古巴還釋放了格羅斯，一位65歲的美國(guó)人，曾因向監(jiān)獄囚犯提供手機(jī)上網(wǎng)被判入獄5年。古巴方面對(duì)網(wǎng)絡(luò)使用有非常嚴(yán)格的限制。

President Obama`s shifting policy was made without congressional approval. Critics call it illegal and say that the U.S. gave up everything and gained a little.

奧巴馬總統(tǒng)此次政策轉(zhuǎn)變工作沒有經(jīng)過國(guó)會(huì)的批準(zhǔn)。批評(píng)者認(rèn)為這一做法是不合法的，并且稱美國(guó)政府放棄了一切但是得到的卻很少。

SEN. MARCO RUBIO (R) FLORIDA: This entire policy shift announced today is based on an illusion, on a lie. The lie and the illusion that more commerce and access to money and goods will translate to political freedom for the Cuban people.

今天所作出的政策轉(zhuǎn)變完完全全就是一個(gè)錯(cuò)誤，這就意味著更多商業(yè)和賺錢途徑和貨物將會(huì)給古巴人民帶來(lái)更多政策自由。
