“submit something to somebody/something”意思是“向某人/某事物提交或呈遞某事物(以供考慮、裁決等)”，例如：submit an essay to one's tutor(向指導(dǎo)教師呈交論文);submit plans to the councilfor approval(向委員會(huì)提交計(jì)劃呈請(qǐng)批準(zhǔn))。
