[01:32.08]Experts believe that North Korea has been planning [01:35.81]to launch a long-range rocket to mark the 70th anniversary of the ruling party. [01:41.90]They believe the launch could take place in October. [01:46.10]North Korea has said that such launches are for peaceful, [01:51.13]non-military purposes. But the United States and its allies [01:56.83]say the launches are designed to help the North [02:00.15]develop long-range ballistic missile technology. [02:03.61]The United Nations Security Council [02:07.06]has barred North Korea from using such technology. [02:11.14]Daniel Pinkston is a visiting research fellow [02:15.14]at Babes-Bolyai University's Conflict Studies Center in Romania. [02:20.17]He studies North Korea. He notes that South Korea [02:25.51]has more modern conventional weapons than the North. [02:29.43]Many of North Korea's weapons were developed 40 or more years ago. [02:34.51]He believes the North understands this [02:37.88]and has decided it must have nuclear weapons. [02:41.66]North Korea says it needs nuclear weapons to defend itself [02:47.03]against a possible invasion by the United States. [02:50.76]The North launched its first long-distance rocket in 1998. [02:56.30]After a year of negotiations, [02:58.81]North Korean agreed to stop long distance missile tests [03:02.83]in exchange for better contacts with the United States and its allies. [03:07.97]As part of the 1999 agreement, the North received money and food aid. [03:14.76]In 2009, North Korea walked out of six-nation talks [03:20.10]aimed at persuading the North to give up its nuclear program [03:24.38]in exchange for aid and security guarantees. Military experts have studied satellite images of the Yongbyon center. They said in January that the pictures showed the reactor was again operational. But it was only this week that North Korea provided any official confirmation.

Daniel Pinkston is a visiting research fellow at Babes-Bolyai University's Conflict Studies Center in Romania. He studies North Korea. He notes that South Korea has more modern conventional weapons than the North. Many of North Korea's weapons were developed 40 or more years ago. He believes the North understands this and has decided it must have nuclear weapons.
