The Association of Southeast Asian Nations is getting mixed reaction for its recent declaration on the South China Sea issue.

東南亞國家聯(lián)盟針對中國南海問題發(fā)布的最近聲明，引起了不同反應。

The 10 ASEAN members struggled to reach a compromise statement last week at the end of meetings in Kuala Lumpur, Malaysia. Their final communique called for developing a required code ofconduct in the disputed waters. ASEAN has been talking about establishing such a system for more than 10 years.

上周，在馬來西亞吉隆坡會議結(jié)束時，10個東盟成員國難以達成妥協(xié)聲明。最后公報呼吁針對有爭議海域制定一項必需的行為規(guī)則。十多年來，東南亞國家聯(lián)盟一直在討論建立這樣一個體制。

Benjamin Ho is a research fellow at theInstituteof Defense and Strategic Studies in Singapore. He says there has been a lot of talk about the Code of Conduct. He says some Asian countries are in a hurry to have system a system enacted.

Benjamin Ho是新加坡國防與戰(zhàn)略研究研究所的一名研究員。他表示，關(guān)于這一行為規(guī)則已經(jīng)進行多次討論，還表示一些亞洲國家急于系統(tǒng)地制定這一體制。

Mr. Ho thinks the possibility is very realfor establishing rules of behavior. But in his words, those rules "should not be seen as a ‘be all' and ‘end all' for resolving the situation in the South China Sea."

Many in East Asiabelieve any public statement is better than none at all. No communique was released at the ASEAN meetings in 2012, when Cambodia was the group's chair.

U.S. Secretary of State John Kerry attended the Kuala Lumpursummit in a trip that also took him to Singapore and Vietnam. He warned that the United States will not permit any restrictions on shipping in the disputed sea.

美國國務卿克里出席吉隆坡峰會，在此次之旅也訪問了新加坡與越南。他警告稱，美國不會允許在有爭議的海域運輸存在任何限制。

The Chinese government has long said that the territorial disputes in the South China Seashould be settled between claimants. But recently China has been partly softening its positionin communications with the Association of Southeast Asian Nations.

中國政府一直表示，中國南海的領(lǐng)土爭端應該在所有權(quán)人之間進行解決。但最近，與東南亞國家聯(lián)盟交流時，中國已經(jīng)部分軟化自己的立場。

Four ASEAN members have competing claims in the waters with China. The four are Brunei, Malaysia, the Philippines and Vietnam. In addition, China's territorial claims conflict with exclusive economic zones of two other ASEAN members: Indonesia and Singapore.

四個東盟成員國都與中國爭奪海域主權(quán)。這四個國家包括文萊、馬來西亞、菲律賓和越南。此外，印度尼西亞和新加坡，這兩個東盟成員國的專屬經(jīng)濟區(qū)與中國存在領(lǐng)土爭端。

Leaders of ASEAN nations will meet in December.

東盟各個國家領(lǐng)導人將于12月會面。
