2021年全國兩會《政府工作報(bào)告》提出：穩(wěn)定加工貿(mào)易，發(fā)展跨境電商等新業(yè)態(tài)新模式，支持企業(yè)開拓多元化市場。

2020年以來，中國外貿(mào)進(jìn)出口持續(xù)向好。據(jù)海關(guān)統(tǒng)計(jì)，2020年中國跨境電商進(jìn)出口1.69萬億元，增長了31.1%?？缇畴娚陶蔀榉€(wěn)外貿(mào)的重要力量，超萬家傳統(tǒng)外貿(mào)企業(yè)觸網(wǎng)上線、提質(zhì)增效，跨境電商成為企業(yè)開展國際貿(mào)易的首選和外貿(mào)創(chuàng)新發(fā)展的排頭兵。

受疫情影響，去年國際航班大面積停航減班，傳統(tǒng)運(yùn)力驟減，海關(guān)總署及時(shí)出臺支持中歐班列發(fā)展十條措施，支持利用中歐班列運(yùn)力開展跨境電商、郵件等運(yùn)輸業(yè)務(wù)。疫情期間，海關(guān)支持郵政部門開通進(jìn)出境臨時(shí)郵路，累計(jì)開通臨時(shí)出境口岸15個(gè)、臨時(shí)進(jìn)境口岸13個(gè)，積極疏運(yùn)進(jìn)出境郵件和跨境電商商品，全力保產(chǎn)業(yè)鏈供應(yīng)鏈穩(wěn)定。

【重要講話】

中國將挖掘外貿(mào)增長潛力，為推動國際貿(mào)易增長、世界經(jīng)濟(jì)發(fā)展作出積極貢獻(xiàn)。中國將推動跨境電商等新業(yè)態(tài)新模式加快發(fā)展，培育外貿(mào)新動能。中國將壓縮《中國禁止進(jìn)口限制進(jìn)口技術(shù)目錄》，為技術(shù)要素跨境自由流動創(chuàng)造良好環(huán)境。

We will tap into the growth potential of foreign trade with a view to boosting growth in international trade and the world economy. China will encourage cross-border e-commerce and other new business forms and models to grow even quicker to foster new drivers of foreign trade. China will shorten its catalog of technologies prohibited or restricted from import to create a favorable environment for the free flow of technologies across borders.
