2021年全國兩會《政府工作報告》提出：穩(wěn)定加工貿易，發(fā)展跨境電商等新業(yè)態(tài)新模式，支持企業(yè)開拓多元化市場。

2020年以來，中國外貿進出口持續(xù)向好。據海關統(tǒng)計，2020年中國跨境電商進出口1.69萬億元，增長了31.1%?？缇畴娚陶蔀榉€(wěn)外貿的重要力量，超萬家傳統(tǒng)外貿企業(yè)觸網上線、提質增效，跨境電商成為企業(yè)開展國際貿易的首選和外貿創(chuàng)新發(fā)展的排頭兵。

受疫情影響，去年國際航班大面積停航減班，傳統(tǒng)運力驟減，海關總署及時出臺支持中歐班列發(fā)展十條措施，支持利用中歐班列運力開展跨境電商、郵件等運輸業(yè)務。疫情期間，海關支持郵政部門開通進出境臨時郵路，累計開通臨時出境口岸15個、臨時進境口岸13個，積極疏運進出境郵件和跨境電商商品，全力保產業(yè)鏈供應鏈穩(wěn)定。

中國將挖掘外貿增長潛力，為推動國際貿易增長、世界經濟發(fā)展作出積極貢獻。中國將推動跨境電商等新業(yè)態(tài)新模式加快發(fā)展，培育外貿新動能。中國將壓縮《中國禁止進口限制進口技術目錄》，為技術要素跨境自由流動創(chuàng)造良好環(huán)境。

We will tap into the growth potential of foreign trade with a view to boosting growth in international trade and the world economy. China will encourage cross-border e-commerce and other new business forms and models to grow even quicker to foster new drivers of foreign trade. China will shorten its catalog of technologies prohibited or restricted from import to create a favorable environment for the free flow of technologies across borders.
