我國于1月31日發(fā)布《建設(shè)高標(biāo)準(zhǔn)市場體系行動方案》，為指導(dǎo)今后5年我國推進(jìn)高標(biāo)準(zhǔn)市場體系建設(shè)明確了行動指南。方案從市場體系基礎(chǔ)制度、要素資源高效配置、市場環(huán)境和質(zhì)量、高水平市場開放、現(xiàn)代化市場監(jiān)管機(jī)制五個方面，提出51條具體舉措。
China on Jan 31 unveiled an action plan to guide the building of a high-standard market system in the next five years. The plan proposes more than 51 specific measures covering five aspects, including the basic institutions of the market, efficient allocation of production factors in the market, market environment and quality, high-level opening-up and the oversight mechanism of the modern market system.

黨的十九屆四中全會提出建設(shè)高標(biāo)準(zhǔn)市場體系，黨的十九屆五中全會明確實(shí)施高標(biāo)準(zhǔn)市場體系建設(shè)行動。這是中央從發(fā)展改革全局出發(fā)作出的重大決策部署。建設(shè)高標(biāo)準(zhǔn)市場體系是加快完善社會主義市場經(jīng)濟(jì)體制的重要內(nèi)容，對加快構(gòu)建以國內(nèi)大循環(huán)為主體、國內(nèi)國際雙循環(huán)相互促進(jìn)的新發(fā)展格局具有重要意義。
建設(shè)高標(biāo)準(zhǔn)市場體系不僅要充分發(fā)揮市場在資源配置中的決定性作用，還要更好發(fā)揮政府作用，將市場經(jīng)濟(jì)與社會主義充分結(jié)合，推動有效市場和有為政府更好結(jié)合，強(qiáng)化市場立規(guī)建制能力，積極對接和影響國際市場規(guī)則，全面提升市場規(guī)則的吸引力和競爭力。
方案提出的“高標(biāo)準(zhǔn)”主要體現(xiàn)在六個方面：高標(biāo)準(zhǔn)的市場體系基礎(chǔ)制度、高標(biāo)準(zhǔn)的要素市場體系、高標(biāo)準(zhǔn)的市場環(huán)境和質(zhì)量、高標(biāo)準(zhǔn)的市場基礎(chǔ)設(shè)施、高標(biāo)準(zhǔn)的市場開放、高標(biāo)準(zhǔn)的現(xiàn)代市場監(jiān)管機(jī)制。
