后勤保障是戰(zhàn)斗力的重要組成部分，是能打勝仗的重要基礎(chǔ)。隨著國際軍事競爭格局深刻變化，國家利益和軍隊使命任務(wù)不斷拓展，后勤保障的強度和難度空前增加。沒有強大的保障力，就沒有強大的戰(zhàn)斗力，就不可能完成肩負的使命任務(wù)。后勤建設(shè)越來越成為影響戰(zhàn)爭勝負的重要因素，越來越成為贏得戰(zhàn)略競爭主動的重要力量，在強國強軍進程中使命重大，在黨、國家、軍隊事業(yè)發(fā)展中地位重要，建設(shè)世界一流軍隊，必須有與之相適應(yīng)的后勤保障。

《軍隊后勤條例》深入貫徹新時代軍事戰(zhàn)略方針，按照“軍委管總、戰(zhàn)區(qū)主戰(zhàn)、軍種主建”的總原則，重塑軍隊后勤體系，理順后勤保障關(guān)系，健全后勤工作制度?！稐l例》適應(yīng)戰(zhàn)爭形態(tài)發(fā)展和使命任務(wù)拓展，進一步理順后勤融入聯(lián)合作戰(zhàn)指揮體系的制度機制，規(guī)范新的后勤保障指揮和保障關(guān)系，創(chuàng)新提出后勤保障方式方法，規(guī)范保障行動組織實施，著力提高后勤戰(zhàn)備水平和保障打贏能力。

【重要講話】

要重塑軍事力量建設(shè)政策制度，加強軍事人力資源制度體系設(shè)計，建立軍官職業(yè)化制度，優(yōu)化軍人待遇保障制度，構(gòu)建完善軍人榮譽體系，統(tǒng)籌推進軍事訓(xùn)練、裝備發(fā)展、后勤建設(shè)、軍事科研、國防動員、軍民融合等方面政策制度改革。

We need to restructure the policy systems for strengthening the military. We should design a better institutional framework for the military human resources systems. This includes establishing a career-officer system, improving the system for ensuring the wellbeing of and social security for military personnel, and improving the military honor system. We should reform in a coordinated way our policy systems concerning military training, equipment development, logistics, research, national defense mobilization, and civil-military integration.
