中共中央政治局11月30日就加強我國知識產(chǎn)權(quán)保護工作舉行集體學習。中共中央總書記習近平在主持學習時強調(diào)，知識產(chǎn)權(quán)保護工作關系國家治理體系和治理能力現(xiàn)代化，關系高質(zhì)量發(fā)展，關系人民生活幸福，關系國家對外開放大局，關系國家安全，要全面加強知識產(chǎn)權(quán)保護工作。

Xi Jinping, general secretary of the Communist Party of China (CPC) Central Committee, has stressed strengthening the protection of intellectual property rights (IPR) comprehensively. Xi made the remarks while presiding over a group study session of the Political Bureau of the CPC Central Committee held on Nov 30. IPR protection relates to the modernization of China's governance system and capacity, high-quality development, people's happiness, the overall situation of the country's opening up to the outside world, and national security, Xi said.

【知識點】

加強知識產(chǎn)權(quán)保護，是完善產(chǎn)權(quán)保護制度最重要的內(nèi)容，也是提高我國經(jīng)濟競爭力的最大激勵。我國知識產(chǎn)權(quán)保護工作，新中國成立后不久就開始了。黨的十八大以來，黨中央把知識產(chǎn)權(quán)保護工作擺在更加突出的位置，部署推動了一系列改革，出臺了一系列重大政策、行動、規(guī)劃，實行嚴格的知識產(chǎn)權(quán)保護制度，堅決依法懲處侵犯合法權(quán)益特別是侵犯知識產(chǎn)權(quán)行為。

2019年11月，中共中央辦公廳和國務院辦公廳聯(lián)合印發(fā)《關于強化知識產(chǎn)權(quán)保護的意見》。意見提出，牢固樹立保護知識產(chǎn)權(quán)就是保護創(chuàng)新的理念，堅持嚴格保護、統(tǒng)籌協(xié)調(diào)、重點突破、同等保護，不斷改革完善知識產(chǎn)權(quán)保護體系，綜合運用法律、行政、經(jīng)濟、技術、社會治理手段強化保護，促進保護能力和水平整體提升。力爭到2022年，侵權(quán)易發(fā)多發(fā)現(xiàn)象得到有效遏制，權(quán)利人維權(quán)“舉證難、周期長、成本高、賠償?shù)?rdquo;的局面明顯改觀。到2025年，知識產(chǎn)權(quán)保護社會滿意度達到并保持較高水平，保護能力有效提升，保護體系更加完善，尊重知識價值的營商環(huán)境更加優(yōu)化，知識產(chǎn)權(quán)制度激勵創(chuàng)新的基本保障作用得到更加有效發(fā)揮。

全面建設社會主義現(xiàn)代化國家，必須從國家戰(zhàn)略高度和進入新發(fā)展階段要求出發(fā)，全面加強知識產(chǎn)權(quán)保護工作，促進建設現(xiàn)代化經(jīng)濟體系，激發(fā)全社會創(chuàng)新活力，推動構(gòu)建新發(fā)展格局。
