國家主席習(xí)近平11月10日以視頻方式出席上海合作組織成員國元首理事會第二十次會議并發(fā)表講話。習(xí)近平強調(diào)，上海合作組織要弘揚“上海精神”，為推動構(gòu)建人類命運共同體作出更多實踐探索。

President Xi Jinping called on the Shanghai Cooperation Organization (SCO) to carry forward the Shanghai Spirit and make more explorations to build a community with a shared future for humanity. Xi made the remarks when attending via video link the 20th meeting of the Council of Heads of State of the SCO on Nov 10.

【知識點】

“上海精神”即互信、互利、平等、協(xié)商、尊重多樣文明、謀求共同發(fā)展，是上合組織成員國關(guān)系的基礎(chǔ)。上合組織成立19年來，始終保持健康穩(wěn)定發(fā)展勢頭，成功探索出一條新型區(qū)域組織的合作與發(fā)展道路。“上海精神”是本組織日益發(fā)展壯大的理念基礎(chǔ)和行動指南，并被不斷賦予新的時代內(nèi)涵。

在“上海精神”指引下，上合組織成員國全面推進各領(lǐng)域合作，經(jīng)濟彼此依存、利益空前交融，在國際和地區(qū)事務(wù)中積極發(fā)揮建設(shè)性作用，樹立了相互尊重、公平正義、合作共贏的新型國際關(guān)系典范。成員國的經(jīng)濟和人口總量分別約占全球的20%和40%，成為世界上幅員最廣、人口最多的綜合性區(qū)域合作組織。擁有8個成員國、4個觀察員國、6個對話伙伴，國際影響力不斷提升，成為促進世界和平與發(fā)展、維護國際公平正義不可忽視的重要力量。成員國之間政治互信不斷積累、經(jīng)貿(mào)往來更為緊密，有力維護了地區(qū)安全穩(wěn)定，對世界經(jīng)濟增長的貢獻率不斷提升。

上合國家抗疫合作高效高能，發(fā)揚同舟共濟、守望相助的優(yōu)良傳統(tǒng)，大力支持彼此抗擊疫情，并就支持國際抗疫合作發(fā)出響亮聲音，支持上合組織同世界衛(wèi)生組織開展有效協(xié)作，有力維護了本地區(qū)人民生命健康安全，為全球抗疫合作注入了正能量，為構(gòu)建人類衛(wèi)生健康共同體作出了重要貢獻。

成員國遵循“上海精神”，加強政治、經(jīng)濟、安全、人文等領(lǐng)域合作，樹立了相互尊重、公平正義、合作共贏的新型國際關(guān)系典范。新冠肺炎疫情發(fā)生后，各方同舟共濟、守望相助，為本組織穩(wěn)定發(fā)展和國際抗疫合作注入了正能量。

Committed to the Shanghai Spirit, SCO members have enhanced cooperation in the political, economic, security, people-to-people and cultural fields, setting an example for a new type of international relations that features mutual respect, equity, justice and win-win cooperation. In the face of COVID-19, we have backed each other up to tide over the difficulties together. Such solidarity has injected positive energy into both the SCO’s steady development and international cooperation against the coronavirus.

The SCO has maintained a strong momentum of development and become an important and constructive force for regional security, stability and prosperity. The ultimate reason for its success lies in the Shanghai Spirit, which calls for continued enhancement of solidarity and mutual trust. We have on our shoulders the expectations of the people of SCO countries and we must think and work in one mind to build the momentum we need to achieve our common goal.
