“擺脫貧困與政黨的責(zé)任”國際理論研討會10月12日在福建省福州市開幕，中共中央總書記、國家主席習(xí)近平向會議致賀信。習(xí)近平強(qiáng)調(diào)，全球減貧事業(yè)面臨的困難和挑戰(zhàn)仍然很嚴(yán)峻，需要各國政黨在內(nèi)的國際社會攜手合作加快推動全球減貧進(jìn)程。

President Xi Jinping called on the international community, including political parties in all countries, to work together to accelerate the global poverty relief process, as difficulties and challenges remain severe. Xi, also general secretary of the Communist Party of China Central Committee, made the call in a congratulatory message sent to an international seminar on poverty eradication and the responsibilities of political parties, which opened in Fuzhou, Fujian province on October 12.

今年是《聯(lián)合國2030年可持續(xù)發(fā)展議程》通過5周年，全球減貧事業(yè)取得積極進(jìn)展，但如期實現(xiàn)減貧目標(biāo)仍任重道遠(yuǎn)。新冠肺炎疫情在全球蔓延，國際減貧事業(yè)面臨嚴(yán)峻挑戰(zhàn)。根據(jù)世界銀行的報告，2020年全球預(yù)計將有7000萬至1億人因疫情陷入極端貧困，近3年來針對世界上最貧窮國家的減貧成果將被吞噬。聯(lián)合國預(yù)計，即使不考慮新冠肺炎疫情影響，到2030年全球仍將有6%的赤貧人口。當(dāng)前，新冠肺炎疫情持續(xù)蔓延，與全球減貧赤字疊加震蕩，為各國減貧努力蒙上陰影。國際社會應(yīng)堅定信心，秉持人類命運(yùn)共同體理念，深化國際減貧合作，共同推動全球減貧事業(yè)取得新進(jìn)展。

歷經(jīng)40多年接續(xù)奮斗，中國7億多人擺脫貧困，對世界減貧貢獻(xiàn)率超過70%，是人類歷史上“最成功的脫貧故事”。脫貧攻堅戰(zhàn)全面打響以來，中國將貧困人口從2012年底的9899萬人，減少到2019年底的551萬人，貧困發(fā)生率從10.2%降至0.6%，連續(xù)7年年均減貧1000萬人以上。中國減貧的巨大成就，推動全球減貧事業(yè)大踏步向前。今年脫貧攻堅任務(wù)完成后，中國將提前10年實現(xiàn)《聯(lián)合國2030年可持續(xù)發(fā)展議程》的減貧目標(biāo)。

【重要講話】

中國將落實好兩年提供20億美元國際援助的承諾，深化農(nóng)業(yè)、減貧、教育、婦女兒童、氣候變化等領(lǐng)域國際合作，助力各國經(jīng)濟(jì)社會恢復(fù)發(fā)展。

China will honor its commitment of providing $2 billion of international assistance over two years, further international cooperation in such fields as agriculture, poverty reduction, education, women and children, and climate change, and support other countries in restoring economic and social development.
