10月12日，國家主席習(xí)近平同中非合作論壇非方共同主席國塞內(nèi)加爾總統(tǒng)薩勒就中非合作論壇成立20周年共致賀電。習(xí)近平和薩勒在賀電中指出，中非雙方愿繼續(xù)秉持團(tuán)結(jié)合作精神，共同應(yīng)對各類風(fēng)險挑戰(zhàn)，讓中非合作成為多邊主義和互利共贏的典范。

In a joint congratulatory message to mark the 20th anniversary of the Forum on China-Africa Cooperation (FOCAC) on Oct 12, President Xi Jinping and Macky Sall, president of the forum's African co-chair Senegal, said China and Africa are ready to uphold the spirit of solidarity and cooperation, jointly cope with various risks and challenges, and let their cooperation shine as an example of multilateralism and mutual benefits.

2000年10月10-12日，中非合作論壇第一屆部長級會議在北京舉行，會議通過《北京宣言》和《中非經(jīng)濟(jì)和社會發(fā)展合作綱領(lǐng)》兩個歷史性文件，中非合作論壇機制正式建立。20年彈指一揮間，中非合作論壇已成為中非開展集體對話的重要、活躍平臺和務(wù)實合作的有效機制，成為多邊主義和互利共贏的典范，也是南南合作的一面重要旗幟。

中非合作論壇持續(xù)發(fā)展，中非戰(zhàn)略互信不斷深化，中非關(guān)系從新型伙伴關(guān)系升級為全面戰(zhàn)略合作伙伴關(guān)系。在2018年中非合作論壇北京峰會上，中非雙方一致決定構(gòu)建更加緊密的中非命運共同體，為中非關(guān)系未來發(fā)展明確了方向。

中非合作論壇持續(xù)發(fā)展，中非務(wù)實合作更為強勁。2019年，中非貿(mào)易額突破2000億美元，中國已連續(xù)11年成為非洲第一大貿(mào)易伙伴。中國對非直接投資存量達(dá)1100億美元，3700多家中國企業(yè)在非洲各地投資興業(yè)。

中非合作論壇持續(xù)發(fā)展，中非人文交流更加頻繁。中國已在非洲國家建立61所孔子學(xué)院，非洲獨特人文景觀也吸引著越來越多的中國游客。非洲掀起漢語學(xué)習(xí)熱潮，眾多非洲學(xué)生視中國為第一留學(xué)目的地。

中非關(guān)系患難中更見真情。今年以來，新冠肺炎疫情給世界帶來嚴(yán)峻挑戰(zhàn)，中非秉持團(tuán)結(jié)合作精神，守望相助，共克時艱。中國年初遭遇疫情之時，50多位非洲國家領(lǐng)導(dǎo)人或致電或發(fā)表聲明，向中國表達(dá)慰問和支持。中國也時刻關(guān)注非洲疫情并迅速伸出援手，向非洲國家提供大量抗疫物資，組織多場視頻經(jīng)驗分享會，并派出十余支抗疫醫(yī)療專家組。

【重要講話】

當(dāng)今世界正經(jīng)歷百年未有之大變局。面對新的機遇和挑戰(zhàn)，中非比以往任何時候都更加需要加強合作。我愿同各位同事保持密切聯(lián)系，夯實友好互信，在涉及彼此核心利益問題上相互支持，共同維護(hù)中非和發(fā)展中國家根本利益，推進(jìn)中非全面戰(zhàn)略合作伙伴關(guān)系高水平發(fā)展。

The world is undergoing profound changes unseen in a century. Given the new opportunities and challenges we face, closer cooperation between China and Africa is needed, more than ever. On my part, I will stay in close touch with all of you, my colleagues, to consolidate our friendship and mutual trust, support each other on issues involving our respective core interests, and advance the fundamental interests of China and Africa and, for that matter, of all developing countries. This way, we will be able to take the China-Africa comprehensive strategic and cooperative partnership to a greater height.

“海不辭水，故能成其大。”中國是世界上最大的發(fā)展中國家，非洲是發(fā)展中國家最集中的大陸，中非早已結(jié)成休戚與共的命運共同體。我們愿同非洲人民心往一處想、勁往一處使，共筑更加緊密的中非命運共同體，為推動構(gòu)建人類命運共同體樹立典范。

To quote a Chinese saying, "The ocean is vast because it rejects no rivers." China, the world's largest developing country, and Africa, the continent with the largest number of developing countries, have long formed a community with a shared future. Indeed, we share a common stake. China will work with Africa to achieve our shared goal of building a closer China-Africa community with a shared future and turn it into a pacesetter for building such a community for mankind.
