近日，中共中央印發(fā)了《中國共產黨國有企業(yè)基層組織工作條例(試行)》。條例明確了中國共產黨國有企業(yè)基層組織機構設置，主要職責、黨的領導與公司治理、黨員教育、政治建設、黨內民主與監(jiān)督、組織領導與保障。

The Communist Party of China Central Committee has issued a trial regulation on the work at primary-level Party organizations of State-owned enterprises (SOEs). The regulation have specified the setup of primary-level Party organizations in SOEs, their main duties, Party leadership and corporate governance, Party member education, political building, intraparty democracy and oversight as well as organizational leadership and guarantee.

研究制定《中國共產黨國有企業(yè)基層組織工作條例(試行)》，是深入貫徹習近平新時代中國特色社會主義思想、貫徹落實新時代黨的建設總要求和新時代黨的組織路線、堅持和加強黨對國有企業(yè)的全面領導、提高國有企業(yè)黨的建設質量的重要舉措，對于完善中國特色現(xiàn)代企業(yè)制度，增強國有經濟競爭力、創(chuàng)新力、控制力、影響力、抗風險能力，做強做優(yōu)做大國有資本，具有十分重要的意義。

國有企業(yè)是中國特色社會主義的重要物質基礎和政治基礎，是黨執(zhí)政興國的重要支柱和依靠力量。要切實加強黨對國有企業(yè)的全面領導，從組織上、制度上、機制上確保國有企業(yè)黨組織的領導地位，充分發(fā)揮企業(yè)黨委(黨組)把方向、管大局、保落實的領導作用。要堅持中國特色現(xiàn)代企業(yè)制度改革方向，把加強黨的領導和完善公司治理統(tǒng)一起來，把黨的領導融入公司治理各環(huán)節(jié)，把企業(yè)黨組織內嵌到公司治理結構之中，明確和落實黨組織在公司法人治理結構中的法定地位，確保國有企業(yè)黨委(黨組)領導作用發(fā)揮組織化、制度化、具體化。要加強企業(yè)干部隊伍建設，著力建設對黨忠誠、勇于創(chuàng)新、治企有方、興企有為、清正廉潔的高素質專業(yè)化國有企業(yè)領導人員隊伍。

Primary-level Party organizations do the groundwork to ensure the Party’s lines, principles, policies, decisions, and plans are implemented. We will work to ensure that primary-level Party organizations in enterprises, villages, Party and government departments, schools, research institutes, sub-districts, communities, and social organizations play a key role in communicating the Party’s propositions, carrying out the Party’s decisions, overseeing community-level social governance, uniting and mobilizing the people, and promoting reform and development.
