北京常住人口、外來人口雙雙下降

The blue book shows that Beijing's permanent population has dropped for two consecutive years while getting much older. Meanwhile, the capital's subcenter, Tongzhou district, has seen more population growth since Beijing has been shifting noncapital functions to neighboring areas.

藍皮書顯示，北京市常住人口連續(xù)兩年下降，但老齡人口有所增加。自北京開始向周邊地區(qū)疏解非首都功能以來，北京城市副中心通州區(qū)的人口規(guī)模擴大。

In addition, the blue book finds that the capital's migrant population has been declining since 2015. In 2018, it had fallen to nearly 7.65 million, down 3.74 percent year-on-year.

此外，藍皮書指出，2015年以來，北京市常住外來人口規(guī)模不斷下降，2018年常住外來人口近765萬人，比上年下降3.74%。

在我國，根據(jù)不同時期和不同需求，反映一個地區(qū)人口總量的統(tǒng)計指標主要有三個，即常住人口、戶籍人口和現(xiàn)有人口。

常住人口(population of long-term residents/permanent residents population)指經(jīng)常居住在某一地區(qū)的人口，包括常住該地而臨時外出的人口，不包括臨時寄住的人口(temporary residents excluded)。目前世界上大多數(shù)國家都把居住半年以上作為判別常住人口的時間標準。

戶籍人口(household registered population)是指公民依照《中華人民共和國戶口登記條例》已在其經(jīng)常居住地的公安戶籍管理機關(guān)登記了常住戶口的人。這類人口不管其是否外出，也不管外出時間長短，只要在某地注冊有常住戶口，則為該地區(qū)的戶籍人口。

現(xiàn)有人口(current population)指在規(guī)定的標準時點上，居住在某一地區(qū)的全部人口。

藍皮書預計“北京市常住人口規(guī)模2020年控制在2300萬人以內(nèi)(plan to cap its permanent residents population at 23 million by 2020)”的目標能夠?qū)崿F(xiàn)。

藍皮書顯示，2010年以來，北京市常住人口中0歲至14歲少兒人口和65歲及以上老年人口比重呈現(xiàn)上升趨勢。

The juvenile population, made up 10.52 percent of the total last year, while people age 65 and older, accounted for 11.21 percent.

2018年北京市0歲至14歲常住少兒人口比重為10.52%;65歲及以上常住老年人口比重達11.21%。

如何積極應對人口老齡化問題，通過制定科學的公共服務政策對人口結(jié)構(gòu)進行調(diào)節(jié)，是北京市現(xiàn)在和未來需要長期面對的問題。

2010年以來，北京市常住人口的教育水平不斷提升。

In 2018, nearly 40 percent had a college undergraduate education or higher, according to the report.

藍皮書顯示，2018年北京市常住人口中，大專及以上教育程度人口占比近40%。
