China's Standards of English Language Ability, or CSE, the country's first standards for English proficiency, have been linked to the Test of English as a Foreign Language, which will further promote the international integration of China's foreign language assessment system, according to education authorities.

教育管理部門表示，中國英語能力等級量表與托福考試成績對接將進一步推動我國外語評價體系的國際融合。

對接結果顯示了托福iBT考試閱讀、聽力、口語、寫作等各部分及總分對應量表的相關等級。

By linking TOEFL test scores to the CSE, for example, a minimum overall score of 37 in TOEFL is equal to CSE Level 4, with the minimum scores of 4 in listening, 7 in reading, 13 in speaking and 13 in writing.

中國教育部考試中心于涵副主任表示，

"The linking is of great significance because it enhances the international influence of the country's foreign-language assessment system and promotes the international integration of educational standards," he said, adding that it will help Chinese schools and test takers better understand the requirements of international tests and the meaning of their scores.

中國英語能力等級量表與托福考試成績對接對提升我國語言能力標準的國際影響力，推動教育技術標準的國際對接具有重要意義。該研究結果有助于中國學生、學校及考試使用者更好地了解國際考試的要求及成績含義。

美國教育考試服務中心托福項目總經(jīng)理穆罕默德-庫沙(Mohammad Kousha)表示，

The linking results would be of value to policy makers at educational institutions, test takers and test assessors such as schools and employers.

托福iBT考試成績與中國英語能力等級量表對接研究結果將對教育機構、考試人員，以及學校和雇主等考試評價人員在制定政策時提供參考。

什么是托?？荚?

托福考試(Test of English as a Foreign Language)，英文簡稱TOEFL，這里提到的iBT意思是internet-based test，即“網(wǎng)考”，于2006年起在中國實施，當時被業(yè)界稱為“新托福”或者“托福網(wǎng)考”。與此前的托?？荚囅啾?，新托福增加了口語測試，采用整體評分的科學評分體系和取自于真實學術語言環(huán)境的語料庫。

托?？荚嚳疾閼囌哌\用及理解大學水平英語的能力(ability to use and understand English at the university level)，并評估應試者綜合運用閱讀、聽力、口語及寫作技能完成學術任務的能力(how well you combine your reading, listening, speaking, and writing skills to perform academic tasks)。

托?？荚嚦煽儽蝗?50多個國家的多所高校以及機構所認可，在美國、英國、加拿大、澳大利亞和新西蘭等英語國家具有廣泛認可度。自1964年以來，全球已有超過3500萬考生參加過托?？荚?more than 35 million people from all over the world have taken the TOEFL test)。聯(lián)合國駐華機構和外企及合資企業(yè)在招聘職員時，國際貨幣基金組織在評價雇員的英語水平時，也都采用托福考試成績。

什么是中國英語能力等級量表(China's Standards of English Language Ability，CSE)?

為促進中國外語教育改革與發(fā)展，培養(yǎng)具有國際視野、熟練運用外語、通曉國際規(guī)則的新時代人才，國務院在《關于深化考試招生制度改革的實施意見》中提出加強“外語能力測評體系建設”的明確要求。

其中，研制中國英語能力等級量表是外語能力測評體系建設的重要任務。量表是首個面向中國學習者的英語能力標準，于2018年2月由教育部、國家語言文字工作委員會正式發(fā)布，其英譯版于2018年12月1日正式發(fā)布。

量表依據(jù)中國英語學習者能力的實證研究數(shù)據(jù)，同時充分考慮各學段的需求，將中國英語學習者和使用者的英語語言能力從低到高分為一至九個等級，歸為基礎、提高、熟練三個階段。能力分處三個階段的學習者和使用者，分別稱為初級學習者和使用者(elementary stage)、中級學習者和使用者(intermediate stage)、高級學習者和使用者(advanced stage)。

能力描述框架包括語言理解能力(language comprehension)、語言表達能力(language expression)、語用能力(pragmatic ability)、語言知識(linguistic knowledge)、翻譯能力(translation and interpreting)和語言使用策略(language use strategies)等方面的描述框架。
