1945年10月24日，中、法、蘇、英、美和其他多數(shù)簽字國(guó)遞交批準(zhǔn)書后，《聯(lián)合國(guó)憲章》開始生效，聯(lián)合國(guó)正式成立。1947年，聯(lián)合國(guó)大會(huì)決定，將10月24日定為“聯(lián)合國(guó)日”。聯(lián)合國(guó)是建立在二戰(zhàn)慘痛教訓(xùn)基礎(chǔ)上的，為維護(hù)世界安全穩(wěn)定發(fā)揮了不可替代的重要作用。當(dāng)今世界單邊主義盛行，強(qiáng)權(quán)政治抬頭，聯(lián)合國(guó)的權(quán)威和地位受到前所未有的挑戰(zhàn)。聯(lián)合國(guó)要成為踐行多邊主義的主陣地，攜手應(yīng)對(duì)各種全球性挑戰(zhàn)。聯(lián)合國(guó)要成為和平解決熱點(diǎn)問題的主渠道，通過對(duì)話協(xié)商政治解決爭(zhēng)端。聯(lián)合國(guó)要成為促進(jìn)人類社會(huì)發(fā)展的主動(dòng)力，積極推動(dòng)落實(shí)2030可持續(xù)發(fā)展議程。中國(guó)是第一個(gè)在《聯(lián)合國(guó)憲章》上簽字的國(guó)家。作為安理會(huì)常任理事國(guó)，中國(guó)會(huì)身體力行，履行好自己的國(guó)際義務(wù)，并同各國(guó)一道，維護(hù)以聯(lián)合國(guó)為核心的國(guó)際體系，維護(hù)以聯(lián)合國(guó)憲章為基石的國(guó)際關(guān)系基本準(zhǔn)則，維護(hù)聯(lián)合國(guó)的權(quán)威和在國(guó)際事務(wù)中的核心作用。

【重要講話】

多邊主義最基本的道理，就是國(guó)際上的事情，要由各國(guó)商量著辦，要按大家同意的規(guī)矩辦，要兼顧各國(guó)利益和關(guān)切。中國(guó)始終堅(jiān)定支持多邊主義，始終支持維護(hù)聯(lián)合國(guó)權(quán)威和作用。我們期待聯(lián)合國(guó)堅(jiān)持公平正義，在維護(hù)世界和平、促進(jìn)共同發(fā)展，特別是在深化全球合作解決全球性挑戰(zhàn)方面，發(fā)揮引領(lǐng)作用。

The most fundamental principle of multilateralism is to address international issues through consultation in accordance with the collectively agreed rules, with each country's interests and concerns taken into consideration. China has always firmly supported multilateralism and safeguarded the UN's authority and function. We expect the UN to play its leading role in upholding fairness and justice, safeguarding world peace and promoting common development, especially in deepening global cooperation and in tackling challenges facing the world.
