2019年6月29日，十三屆全國人大常委會第十一次會議舉行了閉幕會，經由三次審議的《疫苗管理法》在本次會議上得以通過。《疫苗管理法》對疫苗實施了全過程的嚴管，對生產銷售假劣疫苗的，設置嚴厲處罰。

China's top legislature passed a law on vaccine administration, which stipulates strict management by requiring a whole-process supervision system and toughening penalties on producing and selling fake or substandard vaccines. The law was adopted after the third reading at a bimonthly session of the Standing Committee of the National People's Congress, which closed on June 29.

【知識點】

《疫苗管理法》堅持以“最嚴謹?shù)臉藴?、最嚴格的監(jiān)管、最嚴厲的處罰、最嚴肅的問責”的“四個最嚴”為立法宗旨，規(guī)定構成違法犯罪依法從重追究刑事責任，罰款進一步提高，如生產、銷售的疫苗屬于假藥的，最高罰款從相應貨值金額30倍增加至50倍，屬于劣藥的，最高罰款從20倍增加至30倍。針對有嚴重違法行為的責任人員，也增加規(guī)定了行政拘留等懲罰。作為強化疫苗全程質量監(jiān)管的一個最有效措施，《疫苗管理法》規(guī)定了國家實行疫苗全程電子追溯制度，由國務院的藥品監(jiān)督管理部門會同國務院的衛(wèi)生健康部門，制定統(tǒng)一的疫苗的追溯標準，還有相應的規(guī)范。建立全國疫苗信息化追溯的協(xié)同平臺，整合疫苗生產、流通、預防接種相關信息，最終實現(xiàn)疫苗全程電子的可追溯。
