地震預(yù)警不是預(yù)報(bào) 但真的可以救命

據(jù)中國(guó)地震臺(tái)網(wǎng)正式測(cè)定：6月17日22時(shí)55分，四川省宜賓市長(zhǎng)寧縣(北緯28.34度，東經(jīng)104.90度)發(fā)生6.0級(jí)地震，震源深度16千米。據(jù)應(yīng)急管理部消息，截至18日8時(shí)30分，地震已造成12人死亡、125人受傷。

The Ministry of Emergency Management has activated an emergency response and sent a work team to the stricken areas to provide guidance in rescue and disaster relief.

應(yīng)急管理部已啟動(dòng)應(yīng)急響應(yīng)，派出工作組前往受災(zāi)地區(qū)指導(dǎo)搶險(xiǎn)救災(zāi)工作。

The ministry and the National Food and Strategic Reserves Administration have dispatched 5,000 tents, 10,000 folding beds and 20,000 quilts to the quake-hit areas.

應(yīng)急管理部以及國(guó)家糧食和物資儲(chǔ)備局緊急調(diào)撥5000頂帳篷、1萬(wàn)張折疊床、2萬(wàn)床棉被，支援抗震救災(zāi)工作。

據(jù)四川省消防總隊(duì)消息，截至18日凌晨6時(shí)，已在21個(gè)救援點(diǎn)開(kāi)展作業(yè)，共營(yíng)救15人，疏散轉(zhuǎn)移165人，排查危房168處。

目前，現(xiàn)場(chǎng)救援仍在爭(zhēng)分奪秒進(jìn)行中。

值得注意的是，這次地震發(fā)生之后，包括成都主城區(qū)在內(nèi)的不少地方都提前發(fā)出了地震預(yù)警，并通過(guò)電視、大喇叭等多種手段提醒民眾及時(shí)避險(xiǎn)。

In the provincial capital Chengdu, an early warning system alarmed the public through multiple broadcasting systems about one minute before the earthquake struck. The same system alerted residents in Yibin ten seconds before the quake hit.

省會(huì)成都在地震到達(dá)前約1分鐘的時(shí)候通過(guò)多個(gè)廣播渠道向民眾發(fā)出警示，宜賓地區(qū)則在地震到達(dá)前10秒發(fā)出預(yù)警。

地震預(yù)警四川省重點(diǎn)實(shí)驗(yàn)室主任、成都高新減災(zāi)研究所所長(zhǎng)王暾說(shuō)：“地震預(yù)警不是預(yù)報(bào)(earthquake early warning is not an earthquake forecast)，而是基于物聯(lián)網(wǎng)技術(shù)(with advanced technology from the Internet of Things)，利用電波比地震波快的原理(use the theory that radio waves travel faster than seismic waves)，提前幾秒到幾十秒實(shí)現(xiàn)全自動(dòng)警報(bào)。”

Earthquake research has found that being aware of an earthquake three seconds beforehand can save 14 percent of casualties, 10 seconds can save 39 percent of casualties, and 20 seconds can save 63 percent of casualties.

地震研究表明，如果能在地震發(fā)生前3秒發(fā)出預(yù)警，傷亡人數(shù)可減少14%;提前10秒，將減少39%傷亡;提前20秒，可減少63%傷亡。

同時(shí)，在重要工程如化工、高鐵、地鐵等領(lǐng)域，可通過(guò)系統(tǒng)緊急處置減少經(jīng)濟(jì)損失和次生災(zāi)害(save economic losses and avoid secondary disasters)。

①倒計(jì)時(shí)中插入兩聲“滴滴”：說(shuō)明這是具有破壞性的地震，需趕緊逃跑或?qū)ふ要M小空間躲避。②只插入一聲“滴”：說(shuō)明這是有震感而無(wú)破壞性的地震，不要驚慌，避免摔倒。③倒計(jì)時(shí)之間無(wú)其他聲音：說(shuō)明這是幾乎無(wú)震感的地震。

王暾介紹，目前，大陸地震預(yù)警網(wǎng)(earthquake early warning system)覆蓋面積已達(dá)220萬(wàn)平方公里，覆蓋我國(guó)地震區(qū)人口90%，已成功預(yù)警蘆山7級(jí)地震、魯?shù)?.5級(jí)地震、九寨溝7級(jí)地震等52次破壞性地震。截至今年5月28日，該預(yù)警網(wǎng)的廣播電視預(yù)警已延伸至四川省13個(gè)市州，覆蓋79個(gè)區(qū)縣，占四川省地震區(qū)區(qū)縣的60%。

2018年5月7日，四川省地震預(yù)警重點(diǎn)實(shí)驗(yàn)室、成都高新減災(zāi)研究所在成都高新區(qū)宣布：將在四川、云南建設(shè)面向地震預(yù)報(bào)的我國(guó)首個(gè)地下云圖網(wǎng)。

地下云圖網(wǎng)(underground seismic network for earthquake monitoring)是通過(guò)在四川、云南建設(shè)2000個(gè)地下云圖監(jiān)測(cè)站(monitoring stations)，實(shí)時(shí)關(guān)注與地震發(fā)生直接相關(guān)的物理量——地下應(yīng)力和能量(underground stress and energy)，從而形成它們的動(dòng)態(tài)演化圖。

新建設(shè)的川滇地下云圖網(wǎng)的主要科學(xué)目標(biāo)是，解決淺源(深度小于20千米)破壞性地震的臨震預(yù)報(bào)(to predict shallow earthquakes whose epicenters are less than 20 kilometers deep)難題。臨震預(yù)報(bào)(imminent earthquake prediction)是指對(duì)某地幾天以?xún)?nèi)，在較小范圍內(nèi)可能發(fā)生的破壞性地震做出的預(yù)報(bào)。

按照科研計(jì)劃，地震預(yù)警四川省重點(diǎn)實(shí)驗(yàn)室、成都高新減災(zāi)研究所將用1至2年建成川滇地下云圖網(wǎng);再用3年時(shí)間，運(yùn)用新建設(shè)的地下云圖網(wǎng)采集10個(gè)左右破壞性地震的案例(monitor the region for three years and expect to collect data on about 10 earthquakes in this period)，進(jìn)行地震預(yù)報(bào)的內(nèi)部技術(shù)試驗(yàn)等。目前，首個(gè)地下云圖網(wǎng)監(jiān)測(cè)站和傳感設(shè)備，已在汶川縣映秀地震臺(tái)部署完成。

【地震的各種“破壞”】

地震之所以可怕，除了其來(lái)勢(shì)迅猛，猝不及防外，還因?yàn)樗茐牧@人。英語(yǔ)中，描述其破壞力的詞，按由輕到重的次序大致有damage，destroy， devastate，shatter，level，flatten等等。

Damage 是指“損害，破壞”，但不是特別嚴(yán)重，還可以修復(fù)的那種，比如：

Apart from hydropower projects, the earthquake damaged some power equipment manufacturers in Sichuan including Dongfang Electric in Hanwang in Deyang that was badly damaged when several buildings collapsed, causing several hundred deaths.

除了水電站，地震還破壞了四川的一些供電設(shè)施工廠，德陽(yáng)市漢旺鎮(zhèn)的東方電氣受損嚴(yán)重，幾棟建筑物倒塌，數(shù)百人死亡。

Destroy 表示“完全破壞，消滅，摧毀，奪去人的生命”，被摧毀的物件不能再用。比如：

Disasters, such as the quake, that destroy lives somehow create a renewed sense of selfless compassion.

像地震這樣的災(zāi)害，奪去人的生命，也激發(fā)出人們的無(wú)私情感。

Devastate 也是表示“摧毀，破壞”，它比destroy的威力還要大、涵蓋的面還要廣，destroy 通常限定于某一地、某事物或是人，而devastate 還可表示“情感上，精神上也遭破壞，整個(gè)系統(tǒng)的完全潰敗”，比如：

She was devastated by the loss of her mother.

母親的死擊垮了她。

地震可以destroy我們，但不能devastate我們。

Shatter 指“粉碎，砸碎，毀壞，毀滅”，比如在地震中那些破碎的玻璃和房屋：

All the glass and some of the buildings shattered when the earthquake hit the city.

地震來(lái)襲的時(shí)候，所有的玻璃都震碎了,一些建筑物也損毀了。

Level 和 flatten 的意思差不多，都是表示受害非常嚴(yán)重，“被夷為平地”，比如：

The quake leveled entire towns, flattening the simple adobe, brick structures and leaving nothing but rubble.

地震夷平了整個(gè)城鎮(zhèn)，摧毀了簡(jiǎn)易土坯房和磚結(jié)構(gòu)建筑，只留下一片廢墟。
