國家有關(guān)部門決定立案調(diào)查美國聯(lián)邦快遞

最近，美國聯(lián)邦快遞在我國發(fā)生未按名址投遞快件行為，嚴重損害用戶合法權(quán)益，已違反我國快遞業(yè)有關(guān)法規(guī)。國家有關(guān)部門決定立案調(diào)查。

The State Post Bureau said it recently received complaints from an unspecified number of FedEx clients saying FedEx rerouted their parcels to destinations other than the designated addresses without informing them or asking for permission.

國家郵政局表示，近日接到用戶投訴，美國聯(lián)邦快遞在未經(jīng)用戶同意、也沒有告知用戶的情況下，擅自將快件轉(zhuǎn)寄他地，未按名址投遞相關(guān)快件。

【單詞講解】

這里的reroute是由前綴re-和單詞route構(gòu)成的，route除了用作名詞時表示“路線”之外，也可以用作動詞，表示“按特定路線發(fā)送(乘客、貨物、車輛等)”，比如：We should route the parcels to their designated addresses.(我們應該把這些包裹發(fā)送到指定的地址。)Route前面加了表示“再次、重新”的前綴re-，自然就表示“路線被重新設(shè)定;更改路線”等意思，比如：Our shuttle bus was rerouted lately bacause of a construction site on our regular route.(因為常規(guī)路線上在施工，我們的班車最近該路線了。)

This has seriously violated relevant laws and regulations of China's express industry and harmed the legitimate rights of Chinese clients, so the Chinese authorities decided to launch the investigation, Ma Junsheng, the bureau head, said in a statement on its website on Sunday.

國家郵政局局長馬軍勝說，這一行為嚴重違反了我國快遞業(yè)有關(guān)法規(guī)，損害了用戶合法權(quán)益，所以，國家有關(guān)部門決定立案調(diào)查。

馬軍勝說，這是針對用戶交寄的核心條款，要求從事快遞服務的企業(yè)一定按約定的地址、收件人(the service provider must deliver parcels to designated addresses and receivers)，以及收件人的代收人，進行當面的投遞。如果違反這一條款，損害了用戶權(quán)益，郵政管理部門有權(quán)進行查處。

美國當?shù)貢r間6月1日，聯(lián)邦快遞通過官方網(wǎng)站回應：

FedEx holds itself to a very high standard of service. FedEx will fully cooperate with any regulatory investigation into how we serve our customers.

馬軍勝指出，我國快遞市場巨大，發(fā)展快、潛力大，我們歡迎各國來投資發(fā)展。但前提是遵守中國法律法規(guī)(foreign coumpanies should obey local laws and regulations when operating in China)，遵守市場規(guī)則和契約精神，不能出于非商業(yè)目的來阻斷正常的快遞服務(express service providers should never interrupt normal services for noncommercial purposes)，損害中國企業(yè)的合法權(quán)益。我們衷心希望國外企業(yè)嚴格遵守中國快遞業(yè)法規(guī)，依法經(jīng)營，加強服務質(zhì)量管控和運營管理，合規(guī)地提供快遞服務。
