北京、上海等6省市將試點(diǎn)“互聯(lián)網(wǎng)+護(hù)理服務(wù)”

近日，國家衛(wèi)生健康委員會發(fā)布《“互聯(lián)網(wǎng)+護(hù)理服務(wù)”試點(diǎn)工作方案》，確定在北京市、天津市、上海市、江蘇省、浙江省、廣東省6省市進(jìn)行“互聯(lián)網(wǎng)+護(hù)理服務(wù)”試點(diǎn)，試點(diǎn)時(shí)間為2019年2月至12月。

According to the announcement, Internet Plus nursing services will be an online system that will enable discharged patients and elderly or disabled people to call registered nurses to visit them at home and provide nursing services.

方案指出，“互聯(lián)網(wǎng)+護(hù)理服務(wù)”是供康復(fù)期患者或失能老人聯(lián)系注冊護(hù)士上門提供護(hù)理服務(wù)的一個(gè)在線平臺。

服務(wù)對象是誰?

方案提到，“互聯(lián)網(wǎng)+護(hù)理服務(wù)(Internet Plus nursing services)”重點(diǎn)對高齡或失能老年人(elderly or disabled people)、康復(fù)期患者(convalescents)和終末期患者(terminally ill patients)等行動不便的人群，提供慢病管理(chronic care management)、康復(fù)護(hù)理(rehabilitation nursing)、專項(xiàng)護(hù)理(specific care)、健康教育(health education)、安寧療護(hù)(hospice care)等方面的護(hù)理服務(wù)。

“互聯(lián)網(wǎng)+護(hù)理服務(wù)”的護(hù)士需具備什么條件?

方案明確，派出的注冊護(hù)士應(yīng)當(dāng)至少具備五年以上臨床護(hù)理工作經(jīng)驗(yàn)(registered nurses sent by pilot medical institutions should have at least five years of clinical nursing service experience)和護(hù)師(nurse practitioner)以上技術(shù)職稱，能夠在全國護(hù)士電子注冊系統(tǒng)中查詢。

安全保障措施

方案提出，試點(diǎn)醫(yī)療機(jī)構(gòu)或互聯(lián)網(wǎng)信息技術(shù)平臺應(yīng)當(dāng)按照協(xié)議要求，為護(hù)士提供手機(jī)APP定位追蹤系統(tǒng)，配置護(hù)理工作記錄儀(nursing work recorder)，使服務(wù)行為全程留痕可追溯(traceable)，配備一鍵報(bào)警裝置(one-click alarm device)，購買責(zé)任險(xiǎn)、醫(yī)療意外險(xiǎn)和人身意外險(xiǎn)等。要建立醫(yī)療糾紛和風(fēng)險(xiǎn)防范機(jī)制(medical dispute and risk prevention mechanism)，制訂應(yīng)急處置預(yù)案。同時(shí)，暢通投訴、評議渠道，接受社會監(jiān)督(open to public supervision)，維護(hù)群眾健康權(quán)益。

去年，不少地區(qū)就已經(jīng)出現(xiàn)“共享護(hù)士(nurse sharing)”服務(wù)，操作方式與其他共享類服務(wù)app相似，也是線上預(yù)約(making appointment online)，線下服務(wù)(offering service offline)，提供上門打針輸液(injection and IV)、靜脈采血(blood draw)、外科傷口換藥(wound dressing change)、灌腸(coloclysis)、吸痰導(dǎo)尿(aspiration of sputum and urethral catheterization)、鼻飼(nasal feeding)護(hù)理及指導(dǎo)等10多項(xiàng)服務(wù)。

不過，業(yè)內(nèi)人士表示，護(hù)士上門的行業(yè)標(biāo)準(zhǔn)缺乏、風(fēng)險(xiǎn)規(guī)避制度尚無，對護(hù)士以及病人而言，都沒有保障。行業(yè)準(zhǔn)入標(biāo)準(zhǔn)和法律監(jiān)管亟待跟進(jìn)，保障新醫(yī)療模式健康發(fā)展。

國家衛(wèi)健委開展“互聯(lián)網(wǎng)+護(hù)理服務(wù)”試點(diǎn)工作，將在總結(jié)試點(diǎn)經(jīng)驗(yàn)的基礎(chǔ)上，加快完善相關(guān)政策。
