11個城市試點藥品集中采購和使用 減輕藥費負擔

日前，國務院辦公廳印發(fā)《國家組織藥品集中采購和使用試點方案》，對國家組織藥品集中采購和使用試點工作作出部署，選擇北京、天津、上海、重慶和沈陽、大連、廈門、廣州、深圳、成都、西安11個城市開展試點工作。

The program asks public medical institutions in the pilot cities to purchase 60 to 70 percent of their total annual demand for certain medicines through a pooled procurement mechanism in order to get a lower price.

方案要求試點城市的公立醫(yī)療機構年度藥品總用量的60%-70%要通過集中采購模式購買，以降低采購價格。

集中采購(centralized procurement/pooled procurement)指對相同或功能相近的采購項目，盡量集中在一次進行采購，以減少采購次數，提高工作效率，降低采購成本。

方案提出，要按照國家組織、聯盟采購、平臺操作的總體思路，即國家擬定基本政策、范圍和要求，組織試點地區(qū)形成聯盟，以聯盟地區(qū)公立醫(yī)療機構為集中采購主體，探索跨區(qū)域聯盟集中帶量采購。

經國家藥品監(jiān)督管理部門批準、在中國大陸地區(qū)上市的集中采購范圍內藥品的生產企業(yè)(all approved enterprises that can produce drugs on the procurement list in the Chinese mainland)，均可參加集中采購。

集中采購入圍標準包括質量入圍標準和供應入圍標準。質量入圍標準主要考慮藥品臨床療效(clinical effects)、不良反應(adverse reactions)、批次穩(wěn)定性(batch stability)等。供應入圍標準主要考慮企業(yè)的生產能力(production capacity)、供應穩(wěn)定性(consistency of supply)等。

試點有四項目標任務：

一是實現藥價明顯降低，減輕患者藥費負擔(lowering drug costs for patients);

二是降低企業(yè)交易成本(reducing transaction costs for enterprises)，凈化流通環(huán)境，改善行業(yè)生態(tài);

三是引導醫(yī)療機構規(guī)范用藥(regulating drug use of institutions)，支持公立醫(yī)院改革;

四是探索完善藥品集中采購機制和以市場為主導的藥品價格形成機制(improving the centralized medicine procurement and pricing system)。
