中央政治局常委會聽取問題疫苗案調查問責匯報

Xi Jinping, general secretary of the CPC Central Committee, attaches great attention to the case and has made important instructions over it on multiple occasions. He stressed that those involved in the case should be held accountable and punished severely according to the law. Xi also instructed all-out efforts to be made to ensure the bottom line of safety and safeguard the public interest and social stability, according to the meeting.

會議指出，這起問題疫苗案件發(fā)生以來，習近平總書記高度重視，多次作出重要指示，要求嚴肅問責，依法從嚴處理，堅決守住安全底線，全力保障群眾切身利益和社會穩(wěn)定大局。

會議強調，

疫苗關系人民群眾健康，關系公共衛(wèi)生安全和國家安全。

Vaccines are something that concerns public health and national security.

這起問題疫苗案件是一起疫苗生產者逐利枉法、違反國家藥品標準和藥品生產質量管理規(guī)范、編造虛假生產檢驗記錄、地方政府和監(jiān)管部門失職失察、個別工作人員瀆職的嚴重違規(guī)違法生產疫苗的重大案件，情節(jié)嚴重，性質惡劣，造成嚴重不良影響，既暴露出監(jiān)管不到位等諸多漏洞，也反映出疫苗生產流通使用等方面存在的制度缺陷。

The case is a serious offense, in which the vaccine producer violated the law and relevant standards and regulations in pursuit of profits and fabricated false production inspection records. A number of local government officials and supervisory departments were found in dereliction of duty. The case resulted in a negative impact and exposed many loopholes, such as inadequate supervision, and reflected institutional defects in the production, circulation and use of vaccines.

會議強調，

要完善法律法規(guī)和制度規(guī)則(improve the law and regulations)，明晰和落實監(jiān)管責任，加強生產過程現場檢查(on-site inspections during the production process should be strengthened)，督促企業(yè)履行主體責任義務，建立質量安全追溯體系(a quality and safety system that can trace back to individuals should be established)，落實產品風險報告制度(a product risk reporting system)。

對風險高、專業(yè)性強的疫苗藥品，要明確監(jiān)管事權(for vaccine drugs that require strong expertise and carry high risk, it is necessary to clarify the regulatory individuals)，在地方屬地管理的基礎上，要派出機構進行檢查。要加強監(jiān)管隊伍能力建設，盡快建立健全疫苗藥品的職業(yè)化、專業(yè)化檢查隊伍。

要提高違法成本，對那些利欲熏心、無視規(guī)則的不法企業(yè)，對那些敢于挑戰(zhàn)道德和良知底線的人(those who are ignorant of the rules and laws and dare to challenge the bottom line of morality and conscience)，要嚴厲打擊，從嚴重判，決不姑息。對涉及疫苗藥品等危害公共安全的違法犯罪人員，要依法嚴厲處罰，實行巨額處罰(huge penalties)、終身禁業(yè)(lifelong bans from the industry)。

要加強干部隊伍建設，激勵擔當作為，切實履行職責，對失職瀆職行為嚴肅問責(those derelict in their duties will be held accountable)。
