集體建設用地可建租賃住房，13城成首批試點

住房租賃市場的“廣闊天地”即將打開。國土部、住建部日前決定，在北京、上海、沈陽、南京、杭州、合肥、廈門、鄭州、武漢、廣州、佛山、肇慶、成都等13個城市開展利用集體建設用地建設租賃住房試點，并制定了試點方案。

Land and housing authorities are encouraging large cities across China to set up housing projects for tenants using collectively owned land parcels, in one more measure to increase supplies for the residential leasing market.

為了增加住房租賃市場的供應，國土部、住建部鼓勵全國各大城市利用集體建設用地建設租賃住房。

集體建設用地(collectively owned land parcels)就是所有權(quán)歸集體所有的土地，分為三大類：宅基地(homesteads)、公益性公共設施用地(land for nonprofit public facilities)和經(jīng)營性用地(profit-oriented land)。

第一批開展利用集體建設用地建設租賃住房試點的13個城市都是特大城市(megacities)，或是人口凈流入快速增加的大城市(large cities with fast and growing net population inflows)。

根據(jù)部委下發(fā)的通知，集體租賃住房只租不售(none of the rooms in the rental projects can be sold)，承租人不得轉(zhuǎn)租。

租賃住房項目試點將主要集中在近郊區(qū)和城中村(suburban and rural areas)。分析指出，這將有效促進人口城市化的進程，讓大量新市民住有所居。
