中國制造對接“德國工業(yè)4.0”

6月13日，習(xí)近平主席會見默克爾總理，雙方共同表達了進一步發(fā)展兩國關(guān)系的看法，并表示，雙方應(yīng)該努力增進互信，加緊落實德國“工業(yè)4.0”同“中國制造2025”對接合作。

German Chancellor Angela Merkel said that the increasingly close German-Chinese economic relationship provides enormous opportunities to cooperate while adopting similar strategies for the industrial process, namely Made in China 2025 and Germany's Industry 4.0.

德國總理默克爾表示，中德兩國不斷加深的經(jīng)濟合作關(guān)系為“中國制造2025”和“德國工業(yè)4.0”發(fā)展戰(zhàn)略的合作對接提供了充分的機會。

中國制造2025(Made in China 2025)，是中國政府實施制造強國戰(zhàn)略第一個十年的行動綱領(lǐng)(10-year action plan)。

《中國制造2025》提出，堅持“創(chuàng)新驅(qū)動、質(zhì)量為先、綠色發(fā)展、結(jié)構(gòu)優(yōu)化、人才為本”的基本方針(to have manufacturing be innovation-driven, emphasize quality over quantity, achieve green development, optimize the structure of Chinese industry, and nurture human talent)，

堅持“市場主導(dǎo)、政府引導(dǎo)，立足當(dāng)前、著眼長遠(yuǎn)，整體推進、重點突破，自主發(fā)展、開放合作”(to have manufacturing be market-oriented, guided by the government, planned both in short-term and long-term interest, pushed forward as a whole, focused on key project breakthrough, independent in development, and open for cooperation)的基本原則，通過“三步走”實現(xiàn)戰(zhàn)略強國目標(biāo)，到新中國成立一百年時，綜合實力進入世界制造強國前列(to transform China into a leading manufacturing power by the year 2049)。

“工業(yè)4.0”(Industry 4.0)戰(zhàn)略的核心是“智能制造”(intelligent manufacturing)，也就是說，要把信息技術(shù)工具應(yīng)用到實際生產(chǎn)當(dāng)中。這一理念主要包括三個部分：信息物理系統(tǒng)( cyber-physical systems)、物聯(lián)網(wǎng)(the Internet of things)，以及云計算(cloud computing)。

這個理念放在德國，就是用物聯(lián)網(wǎng)(the Internet of Things)將全球生產(chǎn)和創(chuàng)新網(wǎng)絡(luò)中的中小企業(yè)有效連接起來，這樣他們就可以同時做到提高批量生產(chǎn)效率和高效的定制化商品生產(chǎn)(not only more efficiently engage in mass production but just as easily and efficiently customize products)。

“工業(yè)4.0”(Industry 4.0)這個說法來源于德國政府的一項高科技發(fā)展戰(zhàn)略，2011年在漢諾威工業(yè)博覽會期間首次使用。

實施“工業(yè)4.0”戰(zhàn)略的企業(yè)要遵循以下四個設(shè)計原則：

Interoperability(互通能力)：機器、設(shè)備、傳感器以及人員通過物聯(lián)網(wǎng)聯(lián)系和溝通的能力

Information transparency(信息透明)：通過傳感器數(shù)據(jù)在信息系統(tǒng)創(chuàng)建虛擬現(xiàn)實世界版本的能力

Technical assistance(技術(shù)支持)：通過將信息整合和可視化，讓技術(shù)系統(tǒng)協(xié)助工作人員做出決策;讓信息物理系統(tǒng)協(xié)助工作人員執(zhí)行一些對人類有安全威脅的工作任務(wù)

Decentralized decisions(分散決策)：讓信息物理系統(tǒng)自主決策并執(zhí)行工作任務(wù)的能力
