中瑞建立“創(chuàng)新戰(zhàn)略伙伴關(guān)系”

4月8日，習(xí)近平在人民大會(huì)堂同瑞士聯(lián)邦主席施奈德•阿曼舉行會(huì)談，兩國(guó)元首一致決定建立中瑞創(chuàng)新戰(zhàn)略伙伴關(guān)系，瑞士成為中國(guó)首個(gè)創(chuàng)新戰(zhàn)略伙伴關(guān)系國(guó)。

China and Switzerland will establish an innovative strategic partnership to promote common development and prosperity, a joint statement issued on Friday said.

中瑞一份聯(lián)合聲明指出，中瑞將建立創(chuàng)新戰(zhàn)略伙伴關(guān)系，以促進(jìn)兩國(guó)共同發(fā)展和繁榮。

創(chuàng)新戰(zhàn)略伙伴關(guān)系(innovative strategic partnership)是對(duì)中瑞雙邊關(guān)系具有豐富而深刻內(nèi)涵以及重要意義的肯定，開(kāi)拓創(chuàng)新精神是中瑞關(guān)系發(fā)展的突出特點(diǎn)(The pioneering and innovative spirit is a distinct feature of China-Switzerland relations)。

瑞士成為中國(guó)首個(gè)創(chuàng)新戰(zhàn)略伙伴關(guān)系國(guó)，也是我國(guó)首個(gè)以五大發(fā)展理念(five development concept of innovation, harmonization, green, openness and sharing)定位和命名的外交關(guān)系國(guó)。

習(xí)近平指出，瑞士是最早同新中國(guó)建交的西方國(guó)家之一(Switzerland was one of the very first Western countries to establish diplomatic ties with China)，兩國(guó)共同培育了平等、創(chuàng)新、共贏的中瑞合作精神(the two countries have jointly cultivated a cooperative spirit featuring equality, innovation and win-win)，合作之路越走越寬。

習(xí)近平強(qiáng)調(diào)，堅(jiān)持平等互尊、交流互鑒是今后發(fā)展中瑞創(chuàng)新戰(zhàn)略伙伴關(guān)系的政治基礎(chǔ)(the political foundation of the two countries' innovative strategic partnership lies in adherence to equality, mutual respect, exchanges and mutual learning)。

雙方應(yīng)建立和加強(qiáng)戰(zhàn)略磋商等各類對(duì)話機(jī)制(enhance strategic consultations)，增進(jìn)相互理解和信任(increase mutual understanding and trust)，統(tǒng)籌規(guī)劃重點(diǎn)合作領(lǐng)域(outline major cooperative areas)，將兩國(guó)關(guān)系新定位落到實(shí)處(effectively implement the new partnership)。

雙方應(yīng)該在鞏固擴(kuò)大自由貿(mào)易和金融合作基礎(chǔ)上，把中國(guó)實(shí)施創(chuàng)新驅(qū)動(dòng)戰(zhàn)略同瑞士的創(chuàng)新優(yōu)勢(shì)相結(jié)合，支持兩國(guó)搭建創(chuàng)新合作平臺(tái)(support the establishment of innovation cooperation platforms)，開(kāi)展企業(yè)、高校、科研機(jī)構(gòu)間創(chuàng)新合作(encourage innovative cooperation between businesses, colleges and research institutes)，深化在可再生能源、現(xiàn)代生態(tài)農(nóng)業(yè)、節(jié)能環(huán)保、醫(yī)藥等領(lǐng)域互利合作(deepen mutually beneficial cooperation in renewable energy, modern eco-agriculture, energy saving and environmental protection, as well as medicine)。

【回顧中國(guó)與各國(guó)的伙伴關(guān)系】

中英全面戰(zhàn)略伙伴關(guān)系(comprehensive strategic partnership between Britain and China)：2015年10月，習(xí)近平主席訪問(wèn)英國(guó)時(shí)，雙方就雙邊關(guān)系(bilateral relations)及重大國(guó)際和地區(qū)熱點(diǎn)問(wèn)題深入交換意見(jiàn)，并達(dá)成重要共識(shí)(important consensus)，決定開(kāi)啟持久(enduring)、開(kāi)放(inclusive)、共贏(win-win)的中英關(guān)系“黃金時(shí)代”(a golden era)。

中美新型大國(guó)關(guān)系(new type of major-power relationship between the US and China)：以相互尊重(mutual respect)、互利共贏(mutual benefit and win-win)的合作伙伴關(guān)系為核心特征的大國(guó)關(guān)系，是崛起國(guó)(developing country)和既成大國(guó)(developed country)之間處理沖突和矛盾的新方式。

中巴全天候戰(zhàn)略合作伙伴關(guān)系(all-weather strategic partnership of cooperation between Pakistan and China)：無(wú)論國(guó)際局勢(shì)如何變化，無(wú)論巴基斯坦國(guó)內(nèi)局勢(shì)如何變化，中巴之間的友誼不變。
