中美發(fā)布聯(lián)合聲明 聚焦“核安全”

China and the United States on Thursday reaffirmed their joint commitment to global nuclear security and pledged to continue cooperation in this area beyond the Nuclear Security Summit (NSS) process.

31日，中美兩國重申對全球核安全的共同承諾，雙方承諾在核安全峰會之后會繼續(xù)在核安全領(lǐng)域加強(qiáng)合作。

廣義的核安全(nuclear security)是指對核設(shè)施(nuclear facilities)、核活動(nuclear activities)、核材料和放射性物質(zhì)(nuclear materials and radioactive materials)采取必要和充分的監(jiān)控、保護(hù)、預(yù)防和緩解等安全措施，防止由于任何技術(shù)原因、人為原因或自然災(zāi)害造成事故發(fā)生，并最大限度減少事故情況下的放射性后果，從而保護(hù)工作人員、公眾和環(huán)境免受不當(dāng)輻射危害。

習(xí)近平主席這次參加的核安全峰會(Nuclear Security Summit)就是以倡導(dǎo)核安全和打擊防范核恐怖主義(nuclear terrorism)為目的的一個全球性高層會議。

中美兩國在中美核安全合作聯(lián)合聲明中指出，中美致力于通過減少核恐怖主義威脅，營造和平穩(wěn)定的國際環(huán)境(work together to foster a peaceful and stable international environment by reducing the threat of nuclear terrorism)，并使全球核安全體系更為包容、協(xié)調(diào)、可持續(xù)、強(qiáng)有力，以實現(xiàn)共贏和共同安全(strive for a more inclusive, coordinated, sustainable and robust global nuclear security architecture for the common benefit and security of all)。

中國和美國宣布，雙方于2016年2月20日在瑞典斯德哥爾摩舉行了首次雙邊核安全對話(inaugural round of bilateral discussions on nuclear security)。雙方計劃繼續(xù)開展年度雙邊對話，以便就防止核恐怖主義加強(qiáng)合作，并繼續(xù)落實核安全峰會目標(biāo)(advance Nuclear Security Summit goals)。

在將使用高濃鈾燃料的微型中子源反應(yīng)堆(miniature neutron source reactors，MNSR)改造為使用低濃鈾燃料方面，中國北京附近的示范微堆最近已使用低濃鈾啟動，中國將繼續(xù)與美國合作。

在核安全培訓(xùn)和最佳操作實踐(nuclear security training and best practices)方面，位于北京的核安全示范中心(nuclear security center of excellence)于2016年3月18日順利竣工并正式投入使用。

在打擊核走私(nuclear smuggling)方面，中美兩國聲明，將不斷致力于防止恐怖分子、犯罪分子以及其他非授權(quán)行為體獲取核及放射性材料(prevent terrorists, criminals or other unauthorized actors from acquiring nuclear or other radioactive materials)。

在放射源安全(the security of radioactive sources)方面，中美兩國在加強(qiáng)放射源安全，尤其是廢舊放射源收貯、放射源運(yùn)輸安全等方面開展了卓有成效的合作(recovery of disused sources and transport security of radioactive sources)，雙方對此表示滿意。
